Profile ministers and regional akims personally responsible for providing students with housing — Alikhan Smailov

Prime Minister of Kazakhstan Alikhan Smailov held a meeting of the National Headquarters for the implementation of the election program of President of Kazakhstan Kassym-Jomart Tokayev "Fair Kazakhstan — For All and Everyone. Now and Forever".

The meeting participants discussed the issue of shortage of places in student dormitories.

Minister of Science and Higher Education Sayasat Nurbek said that this year 37 objects for 11 thousand places are expected to be commissioned, including 26 dormitories for university students and 11 dormitories for colleges.

At the same time, according to his information, 4 objects for 1.4 thousand places have a risk of failure of commissioning. These are such projects as reconstruction of a hostel for the Astana Medical University, construction of a hostel for 400 places and reconstruction of two hostels for 450 places in Almaty.

Among the main problems faced by investors in the construction of dormitories, the Minister named difficulties in changing the intended purpose of objects, the provision of in-kind grants and limited accessibility of connection to utility networks.

Alikhan Smailov emphasized that if the problem of shortage of places in student dormitories is not solved in a timely manner, the situation will only worsen.

"The leaders of many universities have practically self-neglected from their obligations to provide living conditions for students. In turn, the ministries of science and education do not control the situation on the fulfillment by universities and colleges of requirements in terms of full provision of visiting students with dormitories. This work is poorly coordinated with akimats," Prime Minister said.

According to him, admitted students find out about the lack of a place in the dormitory only upon arrival and therefore, instead of preparing for their studies, they are forced to look for accommodation on their own. 

Alikhan Smailov instructed to work on maximum allocation of dormitory places to students by September 1, as well as to ensure the delivery of all 37 facilities planned for this year in time. He emphasized that the ministers of science and higher education, education, regional akims are personally responsible for this.

During the meeting of the headquarters the issue of implementation of the Head of State's instruction on the implementation of the Program to increase incomes of rural population "Auyl Amanaty" was also considered.

Minister of Agriculture Yerbol Karashukeyev said that this year the republican budget provides 100 billion tenge for the implementation of the program, it is planned to issue 17 thousand microcredits, which will create more than 18 thousand new jobs in villages.

However, only ten regions have actively started to implement the Program. Weak dynamics is noted in seven regions, of which three have not approved a single application (East Kazakhstan, Mangistau and Abay regions).

"It is necessary to work more actively with the population. Akims of districts and rural districts should be in constant contact with residents, explain to them the terms and benefits of microcrediting. Loan conditions are very favorable and affordable: 2.5% for 5-7 years. It should be simply and properly explained," Prime Minister said.

Alikhan Smailov instructed regional akimats to ensure full utilization of allocated funds, their targeted use and timely repayment, as well as to keep under control the achievement of indicators of the Program for the current year.
