Deputy Minister of Transport Maksat Kaliakparov reported at the Government session on measures to modernise transport infrastructure, develop international corridors and simplify customs procedures.
He said that to ensure transport accessibility of the Eurasia Cross-Border Trade Centre, the reconstruction of the road "Podstepnoye-Fedorovka" with a total length of 144 km is underway. This road is one of the transport corridors connecting Central Asia with Europe. This year, work on the road surface has been completed, as well as culverts and interchanges. The project is scheduled for completion in 2025.
The development of a design and construction plan for the construction of a railway access track from the Poima station is also being finalised. A favourable opinion from the State Expertise Committee is expected next year.
On the development of the Central Asia International Industrial Cooperation Centre (IICC). Construction of railway line Darbaza - Maktaaral (length 152 km) is underway. This will make it possible to unload the Saryagash station and increase throughput capacity by 20 million tonnes in the direction of Central Asia. The technical conditions required for the Centre will be provided after the completion of the project.
In addition, the State Revenue Committee is working on the modernisation of the Atameken road border crossing point, which is scheduled for completion in January 2025.
Kazakhstan's part of the Alatau International Transport and Logistics Complex (ITLC), located on the border with Kyrgyzstan, near the Karasu checkpoint, plays an important role in ensuring transit and trade operations between the countries. In order to increase its throughput capacity, modernisation work is being carried out. To date, a design and construction plan has been developed. The work is scheduled to start in 2025 and to be completed in 2026. Funds for the implementation of the project are envisaged in next year's budget. At the same time, on the section between Karasu-Aktilek checkpoints across the Chu River, the issue of building a bridge at the expense of the investor is being worked out.
"Within the framework of the “Caspian hub” the work on modernisation of the seaports of Aktau and Kuryk is in full swing. Also next year, dredging works will be carried out in the port of Aktau. The dredged soil in the port will create new territories of 170 hectares for the development of additional terminal facilities. Creation of new terminals in the port of Aktau is planned in co-operation with foreign investors - Rhenus, Wandernet and CMA CGM. As for Kuryk port, a new grain terminal with a capacity of 1 million tonnes per year was launched this year," Deputy Minister said.
A multifunctional terminal "Sarzha" is under construction in the port. Dredging of the water area adjacent to these terminals will be completed by the end of the year.
In general, the implementation of these projects will increase the throughput capacity of Aktau and Kuryk ports to 30 million tonnes by 2030.
The Kazakh-German joint venture SKYHANSA LLP has started work on the implementation of a cargo-passenger airport project at the Khorgos hub. It is planned to create an aviation cargo hub, including a cargo terminal with a warehouse, fuel storage, aviation technical centre for aircraft maintenance and a cargo airline on the territory of FEZ ‘Khorgos’. An investment agreement is currently being finalised.
In addition, the Altynkol railway station is located near Khorgos, which is an important link in the transport and logistics infrastructure at the junction of Kazakhstan and China. Today, the station handles up to 11 million tonnes of cargo and 700,000 containers annually. The station is planned to be modernised to increase its capacity.
