New Projects and Growth Indicators: Development of the Transport System within the Framework of the President’s Instructions

As part of the implementation of the instructions of the Head of State Kassym-Jomart Tokayev on the modernization of transport infrastructure and the development of the country’s transit potential, a comprehensive set of measures is being implemented aimed at improving the efficiency of the logistics system, enhancing regional transport connectivity, and creating conditions for sustainable economic growth.

In the first eight months of 2025, the volume of transit traffic through Kazakhstan reached 25.81 million tons, which is 3.2 % higher than the same period last year. Steady growth demonstrates the effectiveness of the measures taken to strengthen the country’s transit potential and develop key routes of international transport corridors.

Road Infrastructure

In 2025, construction and repair works covered about 13 thousand km of roads of all categories, including:

  • 2.2 thousand km – construction and reconstruction of roads of national significance;
  • 6.6 thousand km – major and medium repairs of the national network;
  • 4.1 thousand km – upgrading of local roads.

By the end of the year, work on 6.1 thousand km of roads is planned to be completed, including construction and reconstruction (847 km), major and medium repairs (2.2 thousand km), and repairs of local roads (3.1 thousand km). To improve the efficiency of budget expenditures, tolls were introduced on 10 new road sections with a total length of 2 thousand km. As a result, the total length of toll roads increased from 3.2 thousand km to 5.2 thousand km.

Aviation Industry

The fleet of Kazakhstani airlines consists of 105 aircraft, including eight new airplanes commissioned in 2025. Air connections are maintained with 31 countries across 144 international routes with a frequency of 842 flights per week.

Major infrastructure and investment projects are being implemented in the sector:

  • restoration of Arkalyk Airport is underway;
  • the master plan for the development of Almaty Airport and TAV Airport Holding’s investment program worth $362 million have been presented;
  • an investment agreement was signed for the development of Astana Airport worth 547 billion tenge;
  • an agreement was signed for the construction of a cargo-passenger airport in the SEZ “Khorgos – Eastern Gate” worth 250 billion tenge;
  • the Concept for the Development of Civil Unmanned Aviation for 2025–2031 has been approved.

New air carriers have entered the domestic market. More than 35 international routes have been opened, including flights to Budapest, Shanghai, Seoul, Guangzhou, and Munich.

Railway and Water Transport

In the first nine months of this year, 339.4 million tons of cargo were transported by rail, which is 10.5 % more than in the same period of 2024.
In accordance with the President’s instructions, 11 thousand km of railway lines are planned to be upgraded by 2029, of which more than 2.8 thousand km have already been modernized.

By sea, 6 million tons of cargo were transported, which is 9 % more than a year earlier. Container traffic through Kazakh ports increased by one-third, reaching 67.2 thousand TEU. In June, the first launch complex of the container hub in the port of Aktau was commissioned, which will increase the throughput capacity to 240 thousand TEU per year by the end of the year.

Significant developments in 2025 include:

  • launch of the second line of the Dostyk – Moyynty railway (836 km);
  • start of construction of the Kyzylzhar – Moyynty line (323 km);
  • contracts for the supply of 775 locomotives and 2.7 thousand platforms;
  • modernization of 124 railway stations across the country;
  • delivery of a new cargo vessel on the Kuryk – Baku route and preparation for the commissioning of two ferries.

Road Transport and Transport Control

Kazakhstan continues to work on protecting the interests of domestic road carriers in the international market. Intergovernmental agreements have been signed with 42 countries providing for the annual exchange of international transport permits.

Updated rules for issuing foreign permit forms have been introduced, aimed at simplifying procedures and reducing corruption risks. Mechanisms for process automation and shorter application processing times have been implemented.

Control over freight transport movement is being digitalized through the introduction of automated weighing stations (AWS). Currently, 63 stations are in operation (30 on national roads and 33 on local roads), integrated with the ERAP system for automatic violation detection.

An intergovernmental agreement with China has been ratified, granting Kazakhstan the right to carry out transit road transport deep into the territory of the PRC – for the first time among foreign states.
