Additional payments for classroom guidance and checking exercise books doubled since September 2020 — Aimagambetov

Minister of Education and Science Askhat Aimagambetov, at a government session chaired by Prime Minister Askar Mamin, reported on the implementation of the instructions of the President in education, voiced in the Address to the people "Kazakhstan in a New Reality: Time for Action" dated Sep. 1, 2020.

The Address of the Head of State defines the main directions of the country's development. Particular attention is paid to education and science.

“On behalf of the President, we will work on the formation of the concept of lifelong education, on the platform of distance learning and the achievement of 100% coverage of children under 6 years of age with preschool education and training,” Aimagambetov noted. 

At the same time, unlike the current system, the state order will no longer be distributed by departments or departments of education. Instead, parents of children assigned to kindergarten will choose their own preschool organization. Of course, due to such competition, the quality of the services provided should also increase.

Within the framework of distance learning, eight online platforms operate in Kazakhstan. However, they all differ in functionality and capabilities. For the full implementation of the educational process, the ministry will develop uniform requirements for online education platforms.

Also, together with the Ministry of Healthcare, a procedure for transition to the traditional format of training will be developed in compliance with all sanitary requirements.

To increase the salaries of teachers from Jan. 1, 2021, by 25%, the Ministry of Education and Science prepared appropriate calculations and submitted them to the Ministry of Finance within the framework of financing until 2023.

“Starting from September 2020, as previously instructed by the President, the surcharge for classroom guidance and the surcharge for checking exercise books will double, and teachers will receive a separate monthly supplement of 27 thousand tenge for the master's degree,” the minister said.

To equalize the quality of education among rural and urban schools, systemic measures are being taken. It is proposed to change the system of remuneration of teachers in small schools. It is planned to implement the projects ‘Mobile teacher,’ ‘Temporary family,’ the patronage of strong schools over the weak, as well as the construction of boarding schools.

Special attention of the President is paid to the issues of protecting the rights of children. A very important step will be our country's accession to the Optional Protocol to the Convention on the Rights of the Child on a communications procedure.

“Protecting children from cyberbullying, the widespread opening of children's sports and other clubs, coupled with the development of additional education organizations, will become unconditional priorities for the activities of akimats and educational organizations. Work to increase the coverage of schoolchildren in mass sports will be organized in a new way and on a systematic basis. Gyms will be built in schools, national and mass sports leagues will develop,” Aimagambetov said.

Today, special attention is paid to the preparation of the Concept of Continuing Education. The independent qualification system will be revised.

Also, work will be carried out to develop entrepreneurial skills of students of all levels. The content of the subject will take into account the requirements of the labor market.

Work on environmental education has begun in schools and universities. To improve students' level of environmental culture, environmental knowledge and education, a comprehensive model of continuous education will be introduced. Environmental issues will be introduced into the school curriculum.

The president also instructed to completely solve the problem of weak universities. The Ministry continues systematic work to close the universities that "print diplomas". Since the beginning of the year, the number of universities with 35 thousand students has been reduced. 56 licenses of 23 higher educational institutions were returned. Requirements are getting tougher. Intensive checks of universities are being carried out: by the end of 2020, 24 universities will be checked.

Traditionally, the president paid great attention to the development of science. A separate program document on the scientific and technological development of the country will be prepared jointly with the scientific and business community. Competitive procedures are now underway for 500 scientists to undergo scientific internships in leading research centers. In addition, an additional 1,000 grants will be allocated for young scientists ‘Zhas Galym.’

Work will be carried out to effectively implement the rate of deduction by subsoil users of 1% of income for the development of science and technology.

“The education and science system must implement all these instructions at the highest level and in a timely manner,” the minister summed up.
