Deputy Prime Minister – Minister of National Economy Serik Zhumangarin reported at the Government session on the progress of implementing the economic provisions of the new Constitution.
The Deputy Prime Minister noted that the new Constitution establishes a predictable and transparent legal environment, where priorities include the development of a knowledge-based economy, the protection of all forms of property and the strengthening of financial sovereignty through the status of the national currency — the tenge.
As part of the implementation of constitutional provisions, the Ministry has developed a number of key draft laws. One of the most significant is the draft Constitutional Law “On the Special Status of the City of Alatau.” The document is based on Article 5 of the new Constitution, which allows for the establishment of a “city of accelerated development” regime to stimulate the economy of specific regions.
The draft provides for the introduction of advanced international standards, regulation of digital assets, development of the low-altitude economy (unmanned aviation), as well as special tax and budget regimes. The draft law is currently under consideration in Parliament: the first reading is scheduled for 20 March, the second for 27 March, after which the document will be submitted to the Head of State for signing.
In parallel, work is underway on the draft Constitutional Law “On the Administrative-Territorial Structure of the Republic of Kazakhstan.” Its purpose is to improve law enforcement practice in matters of the formation and reorganization of regions, districts and cities. The new provisions are aimed at ensuring the territorial integrity and sustainability of the state through a clear definition of the powers of competent authorities.
Particular attention in the report was given to the new status of the capital, which will now be закреплено at the level of a Constitutional Law in accordance with Article 2 of the Constitution. The draft law defines the specifics of local governance in the country’s main city, including urban planning, migration policy, transport and land relations. This will enhance the quality of the urban environment and the effectiveness of metropolitan governance.
Serik Zhumangarin reported that the consultation documents on the draft laws on administrative structure and the status of the capital have already been agreed with state bodies. These documents are expected to be submitted to the Mazhilis of Parliament by the end of April of the current year. Concluding his remarks, the Minister emphasized that the new Constitution serves as a solid foundation for socio-economic progress and the strengthening of Kazakhstan’s independence.
