Support for the National Project and Provision of Housing Assistance Discussed at the Project Office Meeting for the Modernization of the Energy and Utilities Sector

Deputy Prime Minister Kanat Bozumbayev reviewed the implementation of the National Project for the Modernization of the Energy and Utilities Sector, financing, the use of domestically produced goods, and the provision of housing assistance in a proactive format.

520 projects with a total value of approximately 1.4 trillion tenge have been registered on the electronic platform of the National Project. Of these, 244 projects worth 554 billion tenge are at various stages of procurement. According to the Ministry of National Economy, taking into account pilot projects, tenders have been completed for 127 projects worth more than 371 billion tenge. Design and construction and installation works are underway.

As a result, this year a reduction in the number of facilities in the “red zone” and a decrease in the level of critical wear of engineering networks are expected in:

  • Heat supply — in Pavlodar, North Kazakhstan, Mangystau, Karaganda, and Akmola regions;
  • Electricity supply — in Zhambyl, West Kazakhstan, North Kazakhstan, Karaganda regions, Abay Region, and Almaty city;
  • Water supply — in Zhetisu, Turkistan, Almaty, Zhambyl, and Karaganda regions;
  • Wastewater disposal — in Zhetisu, Karaganda, West Kazakhstan, Almaty, Turkistan, and Aktobe regions, as well as in Shymkent city.

Kanat Bozumbayev instructed the akimats, together with the Ministries of Industry and Construction, National Economy, and JSC “KazCenter ZKH”, to accelerate the implementation of projects and immediately begin repair works in the regions.

He also instructed to ensure the submission of applications for all existing projects for 2027 through the Electronic Platform of the National Project by June 1, 2026.

The Deputy Prime Minister noted that a significant part of the projects participating in the National Project belongs to large companies in the quasi-state and private sectors. In this regard, the Baiterek Holding, together with the Ministry of National Economy, was instructed to strengthen support for private companies attracting financing through second-tier banks and international financial organizations.

Additionally, the Deputy Prime Minister instructed to work out the issue of attracting funds from the Unified Accumulative Pension Fund and submit proposals to the Government Office by June 1, 2026.

Special attention was paid to systemic issues of procurement under the National Project and the priority use of domestic producers.

The Ministry of Industry and Construction, together with JSC “KazCenter ZKH” and the Committee for Regulation of Natural Monopolies, was instructed to conduct an analysis of all projects within one week and ensure the maximum use of Kazakhstani-made goods.

They were also instructed to continuously monitor the procurement of domestically produced goods by natural monopoly entities and EPC contractors.

“We need to ensure the use of Kazakhstani goods already at the design stage, and organize interaction with domestic producers on the timely supply of products in the required volume and quality,” Kanat Bozumbayev noted.

Another important issue on the agenda was the automation of housing assistance calculation and assignment through integration with Unified Settlement Centers (ERCs).

It was noted that the Ministry of Labor and Social Protection of the Population has ensured full technical and organizational readiness of the services. The Ministry of Industry and Construction is working on integrating 12 ERC operators that have passed certification for compliance with information security requirements with the “Social Assistance” AIS.

Following the meeting, Kanat Bozumbayev instructed the Ministry of Labor and Social Protection of the Population, together with the Ministry of Industry and Construction and the akimats, to complete full integration with the Unified Settlement Centers by July 1, 2026.
