The National Goods Catalog Will Be Launched in Kazakhstan Next Year

At a Government session, Deputy Minister of Finance Yerzhan Birzhanov reported on the integration of the Electronic Goods Catalog and the National Goods Catalog of JSC “Kazakhtelecom” to form the state database “National Goods Catalog” (NGC SDB).

The Deputy Minister noted that today the country uses numerous fragmented directories and catalogs in public procurement, customs, electronic invoices, labeling, receipts, and government statistics. This leads to duplication and inconsistencies, complicates the accounting and traceability of goods, works, and services.

“The solution to this problem is the creation of the State Database ‘National Goods Catalog’ (NGC SDB). It will provide a single data standard and end-to-end product identification using unique GTIN/NTIN codes in all key processes: trade, customs, public procurement, budget planning, and execution,” Yerzhan Birzhanov said.

As he noted, the formation of the NGC SDB involves the gradual connection of all key data sources. These include retailers and trading networks, electronic trading platforms, fiscal data operators, cash register systems, as well as government and customs information systems, electronic invoices (EIS), and inventory accounting systems.

At present, the Law on Trade Activity mandating the use of the NGC SDB has been signed. The document enters into force on January 1, 2026. Corresponding Rules for the use of the NGC SDB in cash register machines have also been approved. As part of implementing the Law and the Rules, the Ministry of Finance has carried out work to introduce the NGC SDB.

“The catalog now contains data on 15 million products. Already today, more than 10 million receipts with NTIN/GTIN codes are transmitted to fiscal data operators,” the Deputy Minister noted.

According to him, work on the implementation of the NGC SDB across the country and in all industries will continue this year.

During the meeting, the process of entering a product into the NGC SDB was demonstrated. It begins with filling out a product card on the Portal. At the moderation stage, the card can be registered, edited, or deactivated. After registration, a corresponding NTIN code is generated for the sale of the product (single item or group), and basic characteristics are assigned.

For participation in public procurement and extended trade activity, a full product description is required (classifiers, photos, identifiers), which is filled out in the unified NGC data source. This provides advantages: participation in procurement, domestic manufacturer status, obtaining certificates, and government support measures.

The Deputy Minister added that the NGC SDB is being integrated with key government and commercial systems such as state planning, the customs system, electronic invoices, retailers, fiscal data operators, cash register machines, inventory accounting systems, and electronic trading platforms.

Yerzhan Birzhanov emphasized that businesses can already use this Portal to add or verify their products.
