Government reviews progress on key Alatau City projects

At the meeting of the Alatau City Council chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, the implementation of the Head of State's instructions regarding the development of the new city, the execution of a special legal regime, infrastructure modernization, and investment attraction was reviewed.

The Prime Minister noted that President Kassym-Jomart Tokayev identified the Alatau City project as strategically significant, with the potential to elevate the country's development to a qualitatively new level in the future.

Alisher Abdykadyrov, Chief Executive Officer of the Alatau City Authority, reported on the results of the work completed. Currently, Alatau City's investment pipeline has expanded to 67 projects, with total investments amounting to approximately $6.9 billion and the potential to create around 55,000 jobs. Facilities by PepsiCo and Sunny Paper are in an active phase of implementation. Construction work has commenced on major manufacturing and logistics projects by Mars Petcare KZ, Griffin Logopark, DanaFlex, and G-Trans Service. Preparations are underway for the construction of the Iconic Complex, one of the new city's flagship projects. Progress is also being made on the KIND K-Smart Town project. A comprehensive development concept for a 330-hectare area with a total building floor area of 5.3 million m² has been designed; completion of the master plan and feasibility study is scheduled by the end of 2026.

As part of further efforts to attract investment, several major new projects are being developed. These include Full Vision Capital projects in sustainable aviation fuel (SAF) production and green energy; the establishment of a branch of the KAIST research institute; CIMC projects in logistics, data centers, and digital infrastructure; and a high-tech agricultural complex by Sinomach. Specific agreements have been reached on setting up a Kazakh-Korean joint investment fund, constructing a production and logistics facility by Hyundai Green Food, involving Lotte Hotels & Resorts in the Iconic Tower project, collaborating on energy development with Doosan Enerbility, developing urban air mobility with Korea Airports Corporation, and establishing smart mobility and hydrogen technologies together with Hyundai Motor Company.

Work on the development of Alatau Crypto City is actively progressing. In cooperation with the National Bank of the Republic of Kazakhstan, the Tokenization by Default concept has been prepared. Forty-three international and Kazakh companies have confirmed their interest in participating in tokenization projects. Tokenization projects with an aggregate value of up to $10 million are scheduled to launch by the end of 2026.

The Council meeting also focused on the development of the city's engineering and transport infrastructure, which encompasses 26 infrastructure projects. In power supply, construction and assembly work for the reconstruction of the Kokpa-1 substation has begun. For water supply and wastewater systems, several projects are nearing completion of construction works, while contractors have been appointed for the remainder. Road infrastructure plans include medium repair of 61.2 km of roads and the construction of 15 km of new highways.

Overall, engineering networks, transport, social, and digital infrastructure will be built ahead of schedule. To ensure sustainable financing for these efforts, mechanisms for the city's infrastructure development were considered, incorporating a combination of budgetary funding, public-private partnership (PPP) frameworks, as well as private and quasi-state investments.

Furthermore, a package of regulatory documents governing business development, digital assets, and other areas is scheduled for adoption by the end of the year. A strategic master plan for the city's development up to 2040 and a longterm plan up to 2055 are being prepared in collaboration with international firms ARUP Group and BCG.

Following the meeting, the Prime Minister instructed that practical implementation of the projects continue and that established deadlines across key development areas of Alatau City be strictly observed.
