Universities and colleges curricula must meet demands of Kazakhstan economy – Alikhan Smailov

Topical issues of human capital development were discussed at the meeting of the Council of Domestic Entrepreneurs under the Government, chaired by Prime Minister Alikhan Smailov. 

The Minister of Education Gani Beisembayev reported that within this direction it is planned to take measures on opening of 300 thousand new kindergarten places, creation of personnel reserve of 1,000 leaders of changes in education system, opening of 7 thousand subject classrooms in schools, construction of 100 objects of additional education, increase of state order in colleges to 150 thousand places, creation of 100 business incubators and so on. 

Minister of Science and Higher Education Sayasat Nurbek told about the work on updating educational programs of universities, the formation of maps of regional needs in personnel, commercialization of the results of scientific activity. Minister of Labor and Social Protection Tamara Duisenova spoke about measures to develop the National Qualification System. She noted the need for employers' participation in the development of professional standards, which are the basis for educational programs. In addition, attention was paid to the introduction of independent certification, aimed at removing barriers to employment, especially for young people.

During the meeting the participants discussed in detail the issues of training for the sectors of economy, employment of graduates, dual training, development of professional standards, financing of research and development (R&D), tax incentives, development of private schools and pre-school educational organizations, engineering activities and others. 

Prime Minister stressed that training specialists for the needs of the economy is one of the priorities of the Government. In this regard, it is necessary to continue to work to improve and enhance the education system, focusing on the real needs of the economy with the active participation of citizens and businesses. 

"We must pay great attention to studying the labor market and forecasting what kind of personnel the economy will need in 5-7 years, in order to provide educational grants and other development measures in advance. And this applies not only to higher education, but also to colleges and other educational organizations. The curricula should meet the needs of the market," Alikhan Smailov said. 

At the end of the meeting the Prime Minister instructed the Ministries of Education, Science and Higher Education, Labor and Social Protection of Population to consider all voiced proposals of business in their work and together with the Atameken National Chamber to find ways to solve the issues raised.

The event was attended by the heads of the central government agencies, the Atameken National Chamber of Entrepreneurs, the Kazakhstan Association of Continuing Education, LLP "Eurasian Group" and other industry organizations.
