Chairman of the Committee for Roads of the Ministry of Industry and Infrastructure Development Sairanbek Barmakov said in an interview with PrimeMinister.kz that since 2019, the National Center for the Quality of Road Assets has been launched in Kazakhstan, which will allow timely response to poor-quality construction work.
So, according to Barmakov, quality control in the construction and repair of roads is carried out by the laboratory of the contracting organization, technical supervision, field supervision, the National Center for the Quality of Road Assets and the customer.
“I want to emphasize that in 2019, on behalf of Elbasy, the RSE was opened at the National Exhibition Center for the Quality of Road Assets. In 14 regions and three cities it is. Everywhere branches are already working. They check the republican roads, and began to check the roads of regional and district significance. Accordingly, information on how they work, how they perform work, will be received weekly. We will respond in a timely manner. If work goes poorly somewhere, we can stop it or prevent it. We will work clearly in such matters,” the chairman of the Committee emphasized.
At the same time, Barmakov noted that all contracting organizations performing work on the construction of roads are interested in the high-quality performance of the task. Since they provide a bank guarantee for execution in the amount of 10% of the contract amount, which is refunded after the end of the warranty period.
“We set such conditions when they fully complete the work, the warranty period begins. The warranty period of the contractor’s responsibility for the work performed, depending on the type of road repair work and source of funding, is from 2 to 5 years. When a defect occurs during the warranty period, then the company restores the road at its own expense. If suddenly this company falls into bankruptcy, then we revoke the bank guarantees of that bank and restore the road for the amount of the bank guarantee,” Barmakov informed.
At the same time, he emphasized that from year to year the quality of roads is getting better and more and more roads are being repaired. Thus, according to the Global Competitiveness Rating of the World Economic Forum in 2018, Kazakhstan ranked only 106th among 140 countries in terms of road quality. In 2019, our country already occupies the 93rd place, having improved the position by 13 points.
