At the Government session chaired by Prime Minister Olzhas Bektenov, measures to implement the Address of President Kassym-Jomart Tokayev to the people of Kazakhstan “Kazakhstan in the Age of Artificial Intelligence: Current Challenges and Their Solutions Through Digital Transformation” of September 8, 2025, were discussed.
In the Address, the Head of State placed special emphasis on the need to reform the system of social support.
As part of this work, the Prime Minister instructed the Ministry of Labor, together with relevant government agencies and akimats, to develop a unified standard of social support measures for all regions by December 1 of the current year.
“We must eliminate all questionable and ineffective social benefits and payments. We will preserve social justice and take measures to counter the culture of dependency. The task of the Government is to create equal conditions for all, and citizens must strive to find work, support themselves and their families. The state, in turn, must focus on assisting only those who truly need it,” Olzhas Bektenov noted.
The Prime Minister emphasized that fundamentally new methods of control and monitoring of public services across all sectors of the economy must be established through the deep implementation of digitalization and artificial intelligence technologies.
In this regard, the Prime Minister gave the following instructions to sectoral government bodies and akimats:
Together with the Ministry of Digitalization, by November 1 of the current year, implement a Unified Digital Platform for the social sector under the Ministry of Labor.
Government agencies must ensure prompt approval of the draft law introducing amendments to the Social Code, which provides for the implementation of social audit mechanisms.
The Ministry of Education and the Samruk-Kazyna Fund, together with regional akimats, must complete the construction of the remaining 52 Keleshek Mektepteri schools by December of the current year.
Approve Conceptual Approaches and a Roadmap for the introduction of AI in the education system for 2025–2029 by October 1 of the current year. They should include measures for developing the regulatory and legal framework, educational and methodological support, teacher training and retraining, and information security.
Together with regional akimats, continue the phased implementation of the “Aul Mektebi – Sapa Alany” model for small-scale schools.
Provide concrete measures to ensure these schools are equipped with high-speed internet, digital educational resources, distance learning capabilities, and teacher training in the necessary skills.
Together with akimats, scale the concept and approaches of the next-generation Sana Center in the regions, including with the involvement of private investment.
The Ministries of Education, Science, and Higher Education must, within two months, approve the Conceptual Foundations of Continuous Multi-Level Environmental Education for students.
The Ministry of Digital Development must, within two weeks, transfer functions for innovation policy to the Ministry of Science.
A number of Olzhas Bektenov’s instructions concerned the tourism sector, since the Head of State, in his Address, highlighted the importance of developing infrastructure at tourist sites. The Prime Minister stressed that this is the direct responsibility of local executive bodies and instructed them to promptly update the master plan for the development of the Almaty Mountain Cluster.
The Ministry of National Economy, together with the Ministry of Tourism and Sports and the Almaty akimat, was instructed to recognize the cluster projects as critically important within one week and submit them to the Republican Budget Commission. In addition, the Ministry of Tourism and Sports, together with the regions, must develop a privatization schedule for football clubs by October 1 of the current year.
Another important focus of the Government’s work remains the renewal of medical infrastructure. In this area, Olzhas Bektenov instructed the Ministry of Health to ensure the commissioning of the newly built multidisciplinary hospitals, jointly attract private investment for the construction of new facilities with akimats, and launch a new system for monitoring the quality and volume of medical services by the end of the year.
The Prime Minister also stressed the unconditional implementation of the President’s principle “Law and Order.”
“The Head of State drew special attention to the need to instill the principle of ‘Law and Order’ in society, including adherence to zero tolerance for any offenses and lawlessness. The Ministry of Internal Affairs, together with relevant government agencies, must strengthen the prevention of domestic and street offenses and intensify information and educational work with the population, especially with young people. We must ensure the universal implementation of the President’s principle of ‘Law and Order’,” Olzhas Bektenov noted.
Road safety and the need to develop a driving culture were also highlighted separately in the Address. In this regard, the Ministry of Internal Affairs was instructed to take additional measures to strengthen this work, as well as to ensure strict control over compliance with traffic rules. In addition, the task was set to complete, as soon as possible, the promotion of legislative amendments regulating the use of electric scooters and other means of personal mobility.
