AI System for the Register of Mandatory Business Requirements Presented

A meeting on the implementation of the Register of Mandatory Requirements was held under the chairmanship of Deputy Prime Minister – Minister of National Economy Serik Zhumangarin. The meeting was attended by representatives of state bodies, the National Chamber of Entrepreneurs, and the business community.

The introduction of the Register is being carried out in fulfillment of the instruction of the Head of State Kassym-Jomart Tokayev, announced in his Address to the Nation, regarding the need for systemic development of small and medium-sized businesses and reducing the administrative burden on entrepreneurs.

The key highlight of the meeting was the presentation of the AI system developed by the Ministry of Justice jointly with the Ministry of National Economy. This digital solution provides automated extraction of business requirements from three sources: legislation, checklists, and permitting documents. The system creates a single data array, enabling real-time identification of duplication, contradictions, and excessive regulation.

According to the developers, during pilot testing in the fields of ecology, transport, and land use, the algorithm’s accuracy reached 93–95%. To date, approximately 67,000 requirements from laws and 64,000 from checklists have already been uploaded into the system.

Work is being carried out across 12 priority areas. The largest volume of regulation is recorded in healthcare — around 14,000 requirements.

It was noted that the implementation of the system will allow entrepreneurs to receive a “ready-made business scenario” with a clear list of requirements for starting and conducting activities, eliminating hidden norms and ambiguous interpretations.

In parallel, the Project Office for the review of business requirements, established in fulfillment of the Head of State’s instruction, continues its work. The Project Office of the Ministry of National Economy, together with state bodies and the National Chamber of Entrepreneurs “Atameken”, has provided methodological support and practical elaboration of norms with the participation of business and experts. The review approach has become highly practical: out of 180 requirements considered, 50 have already received support from state bodies, which will allow for the elimination of duplicative and outdated norms.

Deputy Chairwoman of the Entrepreneurs’ Forum of Kazakhstan Gulnara Kuanganova noted that the Project Office’s work was focused on eliminating duplication and clarifying norms.

“We worked quite intensively for two months. Special attention was paid to industrial safety, where it is proposed to consolidate disparate requirements from various agencies into a single document,” she said.

At the same time, it was emphasized that norms related to the safety of life and health of citizens are not subject to review.

Following the meeting, Serik Zhumangarin instructed state bodies to ensure the participation of specialized experts for data verification and “training” of the AI system on the basis of the National Chamber of Entrepreneurs “Atameken” within two weeks.

“We have digitized the database down to the level of subordinate acts. The system extracts requirements according to an algorithm. We need to train the machine so that the process becomes automatic in the future. This is a priority task. As soon as we complete the training phase, the system will independently take control of the entire data array,” the Deputy Prime Minister emphasized.
