Pavlodar region was founded in January 1938. The regional center is the city of Pavlodar on the banks of the Irtysh, the largest river in Kazakhstan. The region is located in the northeast of the republic and borders on the north with Omsk, the northeast with Novosibirsk, in the east with the Altai Territory of the Russian Federation, in the south with the East Kazakhstan and Karaganda regions, in the west with Akmola and North Kazakhstan regions of Kazakhstan.
The area of the region is 124.8 thousand km2 with a population of 754 thousand people (as of Jan. 1, 2018). In the region there are 10 districts, 3 cities and 358 rural settlements.
The favorable geographical position of Pavlodar region allows additional opportunities for increasing transit potential and attracting investments.
Region’s Industry: Overall production in processing sector reached 1.2 trillion tenge
Pavlodar region is traditionally one of the main industrial regions of Kazakhstan.
In the late 2018 industrial output amounted to more than 1.9 trillion tenge. Of these, the processing industry accounts for more than 1.2 trillion tenge.
Positive growth is observed in such industries as: engineering, metallurgy, the production of coke and refined products, chemical products, food, rubber and plastic products, as well as the production of other non-metallic mineral products.
The production in the mining industry reached 373.8 billion tenge. At the same time, the volume of coal production amounted to 70.3 million tons, including 64.9 million tons of hard coal.
Industrialization: Thirty-five projects with investment of 862.8 billion tenge implemented in four years
In the framework of the second five-year plan (2015-2019) of the State Program of Industrial and Innovative Development in the Pavlodar region, 35 projects are being implemented with an investment of 862.8 billion tenge, moreover, this created 7,126 jobs.
Development of AIC: 266 agricultural processing and 204 preparation points operate in region
Over the past year, the gross output of products and services of agriculture, forestry and fisheries amounted to 227 billion tenge. The physical volume index was 104.3% compared to the corresponding period of 2017.
In crop production, the grain harvest amounted to 900.5 thousand tons, potatoes 517.9 thousand tons, vegetables 200.8 thousand tons, melons and oilseeds — 84.2 and 123.8 thousand tons, respectively.
In 2018, the region produced milk was 382.1 thousand tons, meat in live weight — 96.5 thousand tons, eggs — 214.5 million units.
As part of the State Program for the Development of the Agro-Industrial Complex for 2017–2021, in 2018, a total of 13.3 billion tenge was allocated.
To ensure the processing of agricultural raw materials and filling the markets with products of local enterprises, there are 266 processing facilities and 204 harvesting points in the region.
In 2018, 643 agricultural fairs were held in the region, products worth more than 2.1 billion tenge were sold.
Nurly Zher: Fifteen residential buildings commissioned in region
In 2018 about 284 thousand square meters of housing were built in the region, which is 17.4% more than in 2017.
Within the framework of the Nurly Zher Program, 15 residential buildings were commissioned in the cities of the region, of which 12 were credit facilities with a total area of 82.7 thousand m2 (in Pavlodar there are five residential buildings in the Saryarka micro-district and in Ekibastuz — seven residential buildings in 9 and 21 micro-districts) and 3 rental houses with a total area of 15.7 thousand m2 (in Pavlodar — 1 house in the Saryarka and in the city of Aksu — 2 houses.
43 projects are successfully implemented for the construction of engineering and communications infrastructure to residential buildings.
The construction in the late 2018 amounted to 196.8 billion tenge or 102.4% compared with the period of 2017.
For ensuring comfortable living, three investment projects amounting to 2 billion 477.8 million tenge are implemented in the development of highways under the Nurly Zhol Program.
Entrepreneurship development: 159 projects for 6.6 billion tenge supported
At the end of 2018, there were 43.8 thousand operating small and medium-sized businesses.
SMEs produced goods and services for 453.1 billion tenge, the number of employees for them amounted to 131.4 thousand employees.
In 2018 the regional coordinating council for entrepreneurship approved 159 projects for 6 billion 640 million tenge.
Employment: 358 families from labor surplus regions of the country moved to Pavlodar region
In 2018 1,209 people attended short-term vocational training under the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021.
1,785 people learned the basics of entrepreneurship under the Bastau Business project, of which 1,534 defended business projects.
462 people received microcredits for 2 billion 181.1 million tenge.
In addition, at the expense of funds repaid on previously issued loans (through the Agricultural Support Fund), five people received loans additionally for 14.1 million tenge.
823 unemployed people found jobs at social workplaces, youth practice for 560 graduates was organized, 3,213 people went to public works.
Also for increasing the mobility of labor resources — 358 families — 1,600 people moved to the Pavlodar region from the labor-surplus regions of the country, 584 of them are employed.
For 2018, 13,331 new jobs were created in the region, including a permanent 9,260. The average monthly nominal wage per employee was 136,889 tenge, or 108.2% compared to the corresponding period of 2017.
Education: All schools provided with internet access
There are 362 state comprehensive schools in Pavlodar region, where 101.4 thousand students study.
In addition to them in the area — 50 institutions of technical and vocational education. All schools have high-speed Internet.
In pre-school education, there are 421 pre-school organizations, including 172 kindergartens and 249 mini-centers, which cover 39.1 thousand children.
There is 100% coverage of pre-school education of children aged 3 to 6 years.
Public Health: Morbidity rates decreasing in region
The network of medical institutions in the region has 335 medical organizations, including 19 hospitals and 11 outpatient clinics, 1 rural district hospital, 3 dispensaries, 57 medical outpatient clinics, 22 medical and obstetric centers, 217 medical centers, 5 other medical facilities.
There are 2,544 doctors and 6,575 nurses in state medical organizations.
In 2018, in the whole region, there was a decrease in incidence rates of malignant neoplasms — by 6.4% (296.6 per 100 thousand population), tuberculosis — by 4.3% (46.9 per 100 thousand population), and recorded a decrease in infant mortality by 24%.
Culture and Sports in region
There are 531 cultural institutions in the region, including 249 libraries, 253 clubs, 15 mobile cultural and leisure complexes, 10 museums, 2 theaters, a philharmonic society, and a recreation park.
The network of sports facilities and structures includes 3,519 orgaizations, including in the countryside — 1,962. There are 28 youth sports schools in which 24 thousand children participate.
In 2018, athletes of the region won 1,480 medals (480 gold, 510 silver, 490 bronze) at the International and Republican competitions.
