The bill on state statistics was presented by the Minister of National Economy Timur Suleimenov. According to him, the draft law amends two legislative acts: the law "On local government and self-government of the Republic of Kazakhstan" and "On State Statistics".
"The main goal of the bill was to ensure the quality of statistical processes and products at the institutional level, taking into account international practice, international standards and principles," Timur Suleimenov said.
The experience of such developed countries as Germany, Finland, South Korea, Austria, Italy, etc. was also studied during the drafting of the bill. The provisions of the European Model Law on official statistics and recommendations of international institutions for the global assessment of the national statistical system of Kazakhstan were also taken into account.
In general, the draft law on state statistics is aimed at solving the following conceptual tasks:
- elimination of gaps and improvement of legal regulation in the field of state statistics;
- increasing the level of transparency of the activities of state statistics bodies (the processes of collecting, processing and disseminating official statistical information);
- improving the quality of data collected and ensuring the quality of official statistical information;
- providing feedback to respondents and users;
- reducing the burden on respondents by eliminating the collection of duplicate indicators.
The draft law on social security was presented by the Minister of Labor and Social Protection Tamara Duisenova.
"The draft law was developed in compliance with the instructions of the Head of State and directed, first, at modernization of the social service system. In this regard, the draft law deals with norms providing for the joint participation in the social services of citizens, family members, the private sector and NGOs on a par with the state," Tamara Duissenova said.
It is envisaged to introduce variant forms and types of social services using the PPP mechanism and stimulating tariff policy, as well as the development of criteria, new service standards aimed at strengthening the targeting of services.
Secondly, it is planned to develop new criteria and service standards aimed at strengthening the targeting of the services provided. The amendments provide for the specification of categories of persons participating in the mandatory social insurance system, clarification of the procedure for payment and the amount of deductions to the Social Insurance Fund,
In addition, in order to implement the program article of the Head of State "A look into the future: modernization of public consciousness", amendments are made to the law "On Charity", which will allow to legislatively consolidate the order of rendering charity to support a small homeland.
As Tamara Duissenova noted, the bill provides for the unification of the four legislative acts on the provision of support measures for social workers working in the countryside.
In general, the draft law on social security plans to amend 16 legislative acts, including 3 codes.
