Kanat Bozumbayev spoke about the work of the Government on implementing comprehensive measures aimed at balanced socio-economic development of the regions and improving the quality of life.
A five-year Regional Development Concept has been approved, and a new Regional Standards System, integrated into the Budget Code, has been introduced. Support is being prioritised for lagging regions. By the end of 2028, the level of infrastructure provision is planned to reach 69.2 percent, representing an increase of 5.1 percent.
Between 2020 and 2024, revenues of local budgets increased from 3.1 to 7.9 trillion tenge, which became the result of the gradual expansion of the financial autonomy of the regions. Starting in 2026, regions will receive certain types of taxes and all administrative fines. Individual income tax and corporate income tax from SMEs will be channelled to the budgets of districts and cities of regional significance – as a result, more than 70 percent of all revenues will be accumulated in local budgets. Thus, local budgets will receive an additional more than 500 billion tenge.
Special attention is being given to rural areas. Today, 7.5 million people live in 6,124 settlements. The programme “Auył – El Besigi” has covered 2,500 villages, with 874 billion tenge allocated for their development. The National Project “Modernisation of Rural Healthcare” ensured the construction of 631 primary healthcare facilities, and starting next year, the modernisation of central district hospitals will begin, which will allow nearly 4 million residents to be provided with quality medical services. The project “Auył Amanaty” provided more than 18,000 microloans and created around 20,000 jobs, including financing for non-agricultural businesses and the creation of small industrial zones for the development of processing and storage of products.
The programme “With a Diploma to the Village” has involved 52,000 young specialists who received 200 billion tenge for housing acquisition. Over the past two years, 460 healthcare workers have been provided with one-time payments of 8.5 million tenge each. Budgets of rural districts of the 4th level have been showing stable growth since 2018: by the end of 2024, revenues amounted to 380 billion tenge, including 112 billion of own revenues, ensuring a self-sufficiency level of 29.5 percent.
District development plans have been integrated into the state planning system. The documents define target indicators, key issues and investment projects for each settlement. The Government will continue its work to create conditions for equal access to infrastructure, strengthen local budgets and expand economic opportunities for the regions and rural territories.
