At the Government session chaired by Prime Minister Olzhas Bektenov, a set of measures was reviewed to enhance safety levels at key tourist destinations in the country ahead of the summer season. Minister for Emergency Situations Chingis Arinov delivered a report on the work being carried out and plans for the development of rescue infrastructure.
As a priority, control and preventive measures have been intensified in places of mass recreation for citizens. Authorized bodies are paying special attention to ensuring fire safety at accommodation facilities and tourist bases, as well as strict compliance with requirements at beaches and mass swimming areas. As part of summer preparations, specialists have already inspected about 500 facilities and beach zones, identifying around 800 safety violations. Prompt response measures have been taken for each case, methodological assistance has been provided to business owners, and briefings and practical drills on actions in case of emergencies have been conducted.
To prevent emergencies, information work among the population and arriving tourists has been strengthened. Regular patrolling of water bodies is organized in recreational zones, raids are conducted, and visible information stands and signs are being installed.
Chingis Arinov separately focused on ensuring safety in mountainous areas, where routes often pass through hard-to-reach sections. According to the data presented, in the last five years alone, rescuers conducted over 1,000 search and rescue operations in the mountains, during which about 1,500 people were saved. Today, 18 temporary stay points have been deployed to protect fans of active mountain recreation, and round-the-clock hydroposts are functioning, ready to provide emergency assistance.
As part of the improvement of sectoral legislation, a mandatory norm has been enshrined in the republic requiring tourist groups to inform territorial divisions about their routes. In the future, it is planned to introduce digital control over the movement of tourists and fully automate the notification of rescue services, which will allow for the most prompt response to incidents in the mountains.
At the same time, the network of emergency services in tourist destinations is being expanded step by step across the country. Currently, the safety of vacationers is ensured by 42 fire units, including 9 rescue stations on the country’s largest lakes — Alakol, Burabay, Bolshoye Chebachye, Shalkar, Imantau, Pestroe, and Kolsai. The ministry’s plans include opening another 9 universal units and 6 rescue stations on Lake Balkhash, the Kapshagay and Bukhtarma reservoirs, as well as in the Bayanaul resort zone.
To ensure the air mobility of emergency services, aviation infrastructure is actively being modernized: helicopter pads and hangars are being built for operational monitoring and evacuation of victims. In particular, a new helicopter pad was opened in May this year in the Kolsai Lakes area, and this practice will continue in other tourist locations.
Great attention is being paid to updating the material and technical base of the units. In the last two years alone, more than 1,400 units of specialized equipment, 36 modern watercraft, and 13 aircraft have been purchased for rescuers. This year, the rescue departments’ fleet will be additionally replenished with 4 modern sea vessels, which will be used for emergency response and search operations in the Caspian Sea.
