First Deputy Prime Minister Inspects Progress of Construction of Social and Infrastructure Facilities in Kyzylorda Region

First Deputy Prime Minister of the Republic of Kazakhstan Nurlybek Nalibayev made a working trip to the Kyzylorda Region, where he inspected the progress of implementation of strategically important road infrastructure projects and the construction of social facilities.

On August 3, 2026, Head of State Kassym-Jomart Tokayev launched projects to form a modern transport system via video conference — the Kyzylorda – Sekseul, Ulgaysyn – Sekseul, and Beineu – Sekseul highways, instructing that high quality of construction be ensured and work completed on schedule.

Nurlybek Nalibayev reviewed the progress of the reconstruction of the bypass road of Kyzylorda city. Currently, work is underway on laying the road base and installing reinforced concrete culverts. A total of 46.4 billion tenge was allocated for the project, with the road scheduled to be commissioned in 2029.

At present, 131 people and 82 units of equipment are deployed at the site. Topsoil removal along the route is being carried out, while project design solutions and engineering-geodetic surveys are being performed in parallel.

The reconstruction of the Beineu – Sekseul highway covers 182.2 km, with 191.5 billion tenge allocated for these purposes. A total of 112 people and 90 units of equipment are involved across four sections. Topographic and geodetic surveys, as well as exploratory work on soil quarries, have been completed.

For the reconstruction of the Ulgaysyn – Sekseul highway, 752.5 billion tenge has been provided. Currently, 452 people are employed at the facility.

During the construction period, traffic will continue along the existing road. After the new highway is commissioned, traffic flow will be redirected to it, allowing the reconstruction of the old road to begin. Traffic organization will be carried out in stages.

“Head of State Kassym-Jomart Tokayev emphasized the need for further development of Kazakhstan's transport and logistics infrastructure and the strengthening of the country's transit potential. First and foremost, special attention should be paid to the quality of work. A high-quality road that meets all requirements will last for a long time. These strategically important facilities are under the control of the President and the head of the Government,” Nurlybek Nalibayev noted.

The First Deputy Prime Minister also inspected the progress of construction of social facilities. In Kyzylorda, several medical facilities are under construction, including a multidisciplinary hospital, an outpatient clinic, and a perinatal center.

The multidisciplinary hospital is designed for 300 beds. The medical facility will house an oncology department and a polyclinic designed for 100 visits per shift. Ten blocks of the building will feature an emergency room, an operating unit, intensive care, chemotherapy, radiology, and physiotherapy departments, a boarding house, and other units. Funds from the republican budget were allocated for the erection of the medical complex, while financing for the completion of work is provided from the Infrastructure Development Fund.

To date, construction work is 85% complete. Interior finishing of premises, laying of utility networks, landscaping, and greening of the territory are underway; contracts for the purchase of equipment are being executed.

Polyclinic №5, designed for 400 visits per shift, is also being built in Kyzylorda. To date, 65% of the work has been completed. A total of 9.8 billion tenge was allocated for the construction of the medical facility with a total area of 8.9 thousand m². Interior finishing work, window installation, and the laying of engineering networks are currently underway. Medical equipment is planned to be delivered and installed by December 25, and the facility is expected to be commissioned by the end of the year.

Another facility under the healthcare infrastructure development program is a 200-bed perinatal center. Currently, the construction site is fenced off, earthworks are underway, and foundation pouring along with rebar tying are being performed simultaneously.

The three-story building with a total area of 39.1 thousand m² will house specialized departments, a laboratory, and a food preparation unit. A total of 52.8 billion tenge was allocated for the project. Commissioning of the facility is scheduled for March 2028.

Construction of the Kyzylorda Arena sports complex is 90% complete today: interior finishing, design decoration, facade cladding, and landscaping and greening of the surrounding area are underway.

Nurlybek Nalibayev also inspected the construction of a pedestrian bridge across the Syr Darya River. The structure's length will be 319.4 m, and its width across different sections will range from 6 to 12 m. A total of 12.9 billion tenge was allocated for the project.

Nurlybek Nalibayev instructed the responsible executives to comply with established quality and timeline requirements for construction, paying special attention to the landscaping of the territory surrounding the buildings.
