As part of the instructions of the Head of State Kassym-Jomart Tokayev on the development of the agro-industrial complex, the Government of the Republic of Kazakhstan has approved the signing of an Investment Agreement between the Ministry of Agriculture of the Republic of Kazakhstan and LLP “Asia Altyn Dan” for the construction of a deep grain processing plant in Akmola Region. The corresponding resolution was signed by Prime Minister Olzhas Bektenov.
A modern high-tech plant for deep grain processing is being built in the Aqmola industrial zone on a territory of 500 hectares. It will become one of the largest enterprises in the agro-industrial processing sector. The key feature of the project is its scale and focus on biotechnological, waste-free grain processing.
The total investment volume amounts to 300 billion tenge, and the enterprise’s capacity will reach up to 6 million tons of products per year.
The expected economic effect will be comprehensive. The project provides for a full cycle of grain processing with the production of high value-added products — from flour and groats to finished feed for farm animals. Its implementation will diversify the export portfolio, increase the use of local raw materials, and significantly reduce the country’s import dependence.
The project will have a significant impact on the socio-economic development of the region. Approximately 800 new jobs will be created at the enterprise. Under the agreement, the investor also undertakes to train qualified technical specialists and personnel in the field of bioengineering — up to 40 people annually. Training will be carried out through the introduction of a continuous learning system, including foreign internships and international exchange programs.
A modern research and technology laboratory is planned to be established at the plant. In addition, the investor will allocate funds for the development of external engineering and communication infrastructure of the industrial zone.
In the future, after the commissioning of the enterprise, the construction of an overpass with a road interchange on the Astana–Karaganda highway and a road to the industrial zone across the main railway line is envisaged.
The investor also intends to actively participate in the development of the district’s social infrastructure. Starting from the full commissioning of the project, funds will be allocated annually for the implementation of socially significant initiatives in the fields of education, culture, mass sports, youth policy, and healthcare.
Furthermore, within two years after the launch of the enterprise, a multifunctional sports and recreation complex with a swimming pool and martial arts halls will be built. The complex will be accessible to the general public.
Overall, the launch of the plant will enhance the country’s food and economic security, increase the share of processed products in the export structure, and strengthen Kazakhstan’s position as a supplier of high-tech agro-industrial products rather than raw materials.
