Implementation of the Presidential Directive to Double Agricultural Output: Livestock Sector Shows Stable Growth to 1.2 Trillion Tenge in the First Five Months of 2025

At a Government session chaired by Prime Minister Olzhas Bektenov, the development of the livestock sector was discussed.

Reports were delivered by Minister of Agriculture Aidarbek Saparov, regional akims, and representatives of public organizations, including Mereke Taitubaev, Head of the Sub-Regional Coordination Office of the World Organisation for Animal Health for Foot-and-Mouth Disease, Maksat Berdikulov, Director General of the National Veterinary Reference Center, and Azamat Saginbayev, Executive Director of the Republican Chamber of Dairy and Dual-Purpose Cattle Breeds "Qazaq Sut."

According to the Ministry of Agriculture, in the first five months of 2025, gross livestock production exceeded 1.2 trillion tenge. Growth was recorded in the production of meat, milk, and eggs.

Issues of food security through livestock development were addressed within the framework of President Kassym-Jomart Tokayev’s instruction to double gross agricultural output by 2029.

“Livestock farming is a traditionally important sector for Kazakhstan, ensuring the country’s food security. At the expanded Government session in January of this year, the Head of State emphasized the need for government support for livestock farming. Annual subsidies and concessional lending are provided for this purpose. In the current year, around 160 billion tenge is planned to be allocated from the budget. This allows us to ensure stable growth in livestock numbers and production volumes,” Prime Minister Olzhas Bektenov noted.

To date, the cattle population has increased to 9.6 million head, and the number of horses has reached 5 million. In order to form a stable feed base, the area of forage crops in 2025 has been increased to 3.3 million hectares. The effectiveness of the work on returning unused agricultural lands to the state land fund was highlighted. Since 2022, 11 million hectares of pastureland have been reclaimed by the state, more than half of which has already been redistributed to the population.

The Prime Minister emphasized the country’s internal potential in livestock development. He noted the importance of continuing efforts to increase the number of farm animals while preventing their illegal export and maintaining subsidies for breeding herds, which, in turn, will help solve the issue of import substitution for key products.

The Prime Minister issued the following instructions:

  • The Ministry of Agriculture, together with regional akimats, is to ensure the achievement of the indicators provided in the Roadmap for the implementation of investment projects in agriculture;

  • The Ministry of Agriculture, together with regional akimats, is to complete the feed procurement campaign by October 1 to ensure uninterrupted livestock supply during the winter period;

  • The Ministry of Agriculture, together with relevant government agencies and organizations, is to explore the introduction of new concessional lending mechanisms for the purchase of breeding livestock within existing resources.
