Prime Minister of the Republic of Kazakhstan Olzhas Bektenov held a meeting with Yandex Global CEO Daniil Shuleiko and head of Yandex Qazaqstan Timur Shalekenov. The parties discussed prospects for the development of digital services, platform-based employment, and the implementation of technology projects in Kazakhstan.
The Government is currently working on establishing balanced regulations for platform-based employment, taking into account the specifics of taxation for self-employed individuals. In this context, the initiative being implemented by Yandex Qazaqstan is particularly relevant.
Yandex Taxi became the country’s first tax agent. Since its launch in September last year, the platform has attracted 86,000 participants. Over 4.9 billion tenge has been invested in the project, and as a tax agent, the company has withheld and transferred 4.3 billion tenge to the national budget.
“President Kassym-Jomart Tokayev has instructed us to actively implement digital solutions for the convenience of citizens. To effectively regulate platform-based employment, the Government is interested in new approaches to social protection, taxation, and the legal status of the self-employed and freelancers. To bring this sector out of the shadow economy and integrate it into active economic life, it is essential to ensure a smooth transition to a new tax regime starting from January 1, 2026. This concerns the livelihoods of hundreds of thousands of our citizens,” Olzhas Bektenov emphasized.
Yandex Global CEO Daniil Shuleiko noted the productive cooperation and confirmed the company’s intention to continue developing technological initiatives in the country.
The meeting also addressed plans to expand the intercity passenger transportation service. Yandex Qazaqstan currently covers most of the country’s key routes.
Special attention was given to road safety. To ensure passenger and driver safety, driver’s licenses are verified, selfie checks and regular vehicle inspections are conducted. The automatic control system monitors speed, driver fatigue levels, and other indicators. Emergency situations and traffic accidents are recorded in real time, as well as deviations from routes and other risks.
Other technological initiatives being implemented by the company were also discussed. For example, a voice assistant based on artificial intelligence is being piloted in the 1414 contact center, supporting both Kazakh and Russian languages. Another project under development is a real-time visualization system for emergency ambulance calls on the city map.
Following the meeting, both sides confirmed their readiness to continue cooperation. The Prime Minister gave a number of instructions to relevant agencies to jointly implement digital projects.
