During his working visit to North Kazakhstan Region, Prime Minister Olzhas Bektenov familiarized himself with the activities of the Special Economic Zone Qyzyljar, where large investment projects are being implemented in the fields of food industry, mechanical engineering, and deep raw material processing in line with the tasks set by the Head of State on economic diversification and localization of production.
Deputy Akim of North Kazakhstan Region Kanat Duzelbayev reported on the work being carried out to attract investment to the region and develop the industrial infrastructure of the SEZ. In 2025, investments worth 609 billion tenge were attracted to the region. At the same time, over the past two years, the volume of investments in fixed capital in the region has almost doubled. As part of the National Pool of Investment Projects, 64 initiatives are being implemented in North Kazakhstan Region with a total value of 1.1 trillion tenge, creating more than 10,300 permanent jobs.
SEZ Qyzyljar is one of the key centers of industrial growth in the region. Currently, 21 participants are implementing their projects across eight sub-zones. For every tenge of budget investment, 8 tenge of private investment has been attracted here. Work is also underway to create a multimodal logistics hub based at Kyzylzhar International Airport.
The Head of the Government familiarized himself with the activities of several companies developing their own production on the territory of the SEZ: one of the largest woodworking enterprises in the region, LLP “Nord Panels”; the crane equipment manufacturing plant LLP “KazCrane Engineering”; the full-cycle mushroom farm LLP “Eco Glade”; and the enterprise producing long-shelf-life bakery and confectionery products LLP “Beikerton”.
Executive Director of LLP “Nord Panels” Aivaz Bakirov reported that about 11 billion tenge was invested in the reconstruction of a previously idle building, infrastructure connection, and launch of high-tech lines for the production of laminated plywood and chipboard. Since the plant’s launch in 2024, 300 new jobs have been created. The design capacity is 50,000 m³ of finished plywood per year. The enterprise ensures import substitution of up to 15% nationwide and actively exports products to EAEU countries and the European Union. It is also expanding production by launching lines for fuel pellets, pressed pallets, and medical sticks.
General Director of LLC “Uralkran” Sergey Kravchuk, a partner of the LLP “KazCrane Engineering” project for the production of lifting and transport equipment, informed that the enterprise plans to produce bridge and gantry cranes with a lifting capacity of up to 500 tons. The production capacity is up to 150 units per year. Currently, the construction readiness of the facility is 90%, with launch scheduled for September–October 2026. At the initial stage, 150 jobs will be created, with subsequent increase to 300 employees. The project cost is 4 billion tenge. The production complex with an area of 13,500 m² is being built on a full-cycle principle and will combine all key technological processes — from metal cutting to testing of finished products. The project provides for the introduction of modern digital technologies, including remote control systems, automated diagnostics, and predictive equipment maintenance. The main sales market will be Kazakhstan, accounting for about 70% of the products. The remaining 30% is planned to be exported to Central Asian countries, the Caspian region, and EAEU member states. In addition, the enterprise is considering participation in the construction of Kazakhstan’s first nuclear power plant by supplying domestically produced lifting and transport equipment.
Director of LLP “Eco Glade” Ekaterina Asayenok reported that the full-cycle mushroom cultivation factory was commissioned in December 2025 as part of the execution of the Head of State’s instruction on diversifying agriculture and increasing the share of processed agricultural products. The total investment volume is about 11.3 billion tenge. The design capacity reaches 2,400 tons of finished agaricus mushrooms and 4,000 tons of compost per year. The farm also plans to produce processed products — canned goods and frozen semi-finished products. The production cycle is organized according to strict technological regulations. The harvest is collected directly from the compost up to three times a day. The enterprise operates with an online control system that allows specialists to monitor processes in each chamber in real time, promptly adjust settings, and control key microclimate parameters. The farm’s products cover about 25% of the current consumption volume in the country.
Here, Deputy General Director of LLP “Raduga” Dauren Katranov presented projects for further expansion of the mushroom farm and greenhouse complex and spoke about the implementation of the Techno-Ecopark “Raduga”, which includes the construction of factories for paper and cardboard products, a waste processing complex, and a solid household waste landfill.
The total investment in the bakery products project, according to General Director of LLP “Beikerton” Marina Bayandina, amounts to 37.3 billion tenge. Its implementation will create about 380 permanent jobs. The enterprise’s production capacity will reach 15,000 tons of products per year. To date, construction of the facility has been fully completed, and modern technological equipment from leading European manufacturers has been installed. Launch is scheduled for July 2026.
Following the visit to SEZ Qyzyljar, Olzhas Bektenov noted that state support should ensure a concrete economic result in the form of new productions, investments, and jobs. At the same time, strengthening the country’s industrial potential is of strategic importance for economic diversification. Responsible state bodies and the akimat of North Kazakhstan Region were instructed to provide assistance to current and potential investment projects.
