As part of the implementation of the Head of State’s instructions, First Deputy Prime Minister of Kazakhstan Nurlibek Naliyev made a working visit to Almaty Region, where he inspected a number of production, transport-logistics, energy and infrastructure facilities in the region. The trip was attended by the regional leadership and representatives of relevant organizations.
First, Nurlibek Naliyev visited the PepsiCo Central Asia plant, the production site of LLP “Production Company ‘Altyn Taga’”, the “Kairat” industrial zone, and LLP Almaty Insulation.

The project for the largest snack production plant in Central Asia, PepsiCo Central Asia, is being implemented in two stages. The first stage of the facility, whose construction began in 2024, is planned to be commissioned this year. The expected production volume will be 14–16 thousand tons of products. The second stage, which provides for the enterprise to reach full capacity, will be implemented in 2026–2030. In the future, it is planned to process up to 210 thousand tons of local potatoes to produce about 70 thousand tons of finished products per year. Farms in Almaty, Pavlodar, Akmola, Karaganda regions and Zhetisu Region are involved in the agro-program. The total investment amounts to $370 million. The project will create 900 permanent jobs and about 1,000 jobs in related industries.
The First Deputy Prime Minister was also briefed on the construction of a 1.6 km access road, the technical condition of the automated gas distribution station Gate-City, and the restoration of the backup power line of the “Kokpa 110 kV” substation.
“PepsiCo Central Asia occupies an important place in the issues of economic diversification and deep processing of agricultural products. The Government is ready to provide the necessary support for the timely launch of the project,” Nurlibek Naliyev noted.
LLP “Production Company ‘Altyn Taga’” produces reinforced concrete and metal products, sandwich panels, as well as other construction and industrial materials, while simultaneously developing the mechanical engineering direction. The total investment amounts to 34 billion tenge, of which 13.5 billion tenge has been utilized to date. The project provides for the construction of 13 production facilities, six of which with a total area of 20,000 m² have already been put into operation. Completion of all projects is scheduled for 2027.
During the trip, current issues of engineering infrastructure development, licensing and certification of mechanical engineering products, inclusion of products in the register of domestic producers, and refinancing were also discussed.
To date, 21 industrial zones with a total area of 8,904.77 hectares have been created in Almaty Region. The total investment portfolio amounts to about 1 trillion tenge.
41 investment projects are being implemented in the operating industrial zones. The main part of the investment portfolio is concentrated in the industrial zones “Kazbek bek”, “Kairat”, “Shelek” and “Bereke”.
During the visit to the “Kairat” industrial zone, Nurlibek Naliyev was briefed on the development of industrial territories. According to Yersbol Shokayev, General Director of LLP “Managing Company of Industrial Zones of Almaty Region”, issues of electricity and gas supply have not yet been fully resolved. In addition, there are problems with temporary power supply, use of railway infrastructure and land plots, as well as a gas shortage.
“The Head of State instructed to work out the issues of financing the infrastructure of five regional industrial zones in Almaty Region, including through national development institutions. This work is under the direct control of the Government. The regional akimat, together with the Ministry of Energy, must develop an updated gasification scheme for settlements and industrial zones, and also consider ways to provide additional electricity capacity,” Nurlibek Naliyev emphasized.
The First Deputy Prime Minister also visited the production site of LLP Almaty Insulation in the “Kairat” industrial zone, where construction materials are manufactured. The company’s products are supplied both to the domestic market and for export. The total investment amounted to 59.8 billion tenge, and 240 permanent jobs were created. The annual production capacity of the enterprise is 1.26 million m³ of finished products, including 1 million m³ of stone wool and 0.26 million m³ of extruded polystyrene foam. In 2024, the enterprise successfully implemented a project for the production of energy-saving thermal insulation materials for the construction industry.
The First Deputy Prime Minister emphasized that construction companies should prioritize the purchase of products from domestic producers.
As part of the implementation of the Head of State’s instruction on the development of road transport infrastructure in Almaty Region, Nurlibek Naliyev inspected the work on the expansion of sections of the “Almaty–Talgar” and “Almaty–Bishkek” roads, the modernization of the “Kegen” automobile checkpoint, and the opportunities of the Big Almaty Ring Road.
As part of the project to expand the section of the “Almaty–Talgar” road from the 13th to the 21st km, design and estimate documentation is being developed. The project cost is 17.2 billion tenge. The project provides for the expansion of the road to four lanes, installation of lighting along the entire length of the section, construction of sidewalks, and installation of modern traffic lights at pedestrian crossings. The implementation of the project is aimed at increasing the capacity of the highway, reducing traffic congestion, and improving road safety.
The project to modernize the “Kegen” automobile checkpoint is of strategic importance for the entire country. Its implementation will increase the transit and logistics potential of the border territory, give an additional impetus to the development of tourism, foreign trade, and economic cooperation with neighboring states.
For the project to expand the section of the “Almaty–Bishkek” road from the 19th to the 27th km, design and estimate documentation has been developed and a positive conclusion from the state expertise was received on April 9 this year. As part of the project, the road will be expanded from four to eight lanes, two transport interchanges, nine overhead pedestrian crossings, street lighting systems, and sidewalks will be built.
As a result, it is planned to increase the capacity of the transport corridor, reduce traffic load, improve transport links between suburban settlements and Almaty city, and enhance road safety.
The First Deputy Prime Minister also visited the Big Almaty Ring Road. BAKAD is one of the largest infrastructure projects implemented in the country under public-private partnership and occupies an important place in Kazakhstan’s transport and logistics potential. The full launch of the project will significantly reduce the transport load on Almaty, divert transit flows outside the metropolis, increase the capacity of international transport corridors, and reduce cargo delivery times.
BAKAD runs through the territories of Karasay, Talgar, and Ili districts of Almaty Region. The average daily traffic intensity is about 85 thousand vehicles. The total length of the road is 66 km, of which 51.5 km is a six-lane section and 14.5 km is a four-lane section.
The First Deputy Prime Minister also familiarized himself with projects for the development of heat and energy infrastructure, gasification, and the development of the cities of Konaev and Alatau. At the communal enterprise “Zhylyu Ortalygy” in the city of Konaev, he was briefed on the production capacity of the CHP plant, the condition of heat networks, and the work being carried out to ensure stable heat supply to the city. In addition, Deputy Akim of Almaty Region Asset Masabayev informed about the region’s preparation for the upcoming heating season, gasification of settlements in the Almaty agglomeration, implemented projects, and plans to expand gas infrastructure.
The Almaty agglomeration includes 188 settlements in Karasay, Ili, Talgar, Zhambyl, Enbekshikazakh districts, as well as the cities of Konaev and Alatau. From 2022 to 2025, 22 settlements were gasified. In 2026, it is planned to provide gas to another 9 settlements.
Special attention was paid to the modernization of the heat infrastructure of the city of Konaev. The central boiler house provides the regional center with heat and hot water. The design capacity of the boiler house is 192 Gcal per hour, the actual capacity is 178 Gcal. The length of the city’s heat networks is 61 km, the wear level is about 45%.
Issues of improving working conditions for the enterprise’s employees, purchasing special equipment for stable passage of the heating season, and major repairs of heat networks were also considered.
It was emphasized that the Government keeps under special control the preparation for the upcoming heating season, as well as ensuring the population with heat and electricity.
In addition, promising projects for the development of the cities of Konaev and Alatau were presented.
As part of the Comprehensive Plan for the Development of the City of Konaev until 2027, 187 measures are being implemented aimed at modernizing engineering, communal, and social infrastructure. Construction of the “Arna” substation, new sewage treatment facilities, and engineering networks is underway in the city. Over the past years, 397.6 billion tenge in investments have been attracted to the city’s economy.
The city of Alatau has been identified as a strategic project implemented on the instruction of the Head of State. The development of the city is carried out on the basis of modern Smart City principles and innovative technologies. In 2024, the master plan for the development of Alatau until 2050 was approved. Currently, seven investment projects worth a total of 242 billion tenge are being implemented in the special economic zone.
Following the working trip, specific instructions were given to responsible state bodies and the regional akimat on the timely implementation of infrastructure projects, ensuring the population with stable utility services, and high-quality preparation for the winter period.
