Kazakhstan and Armenia Discussed Prospects for Expanding Trade and Economic Cooperation

On September 19, 2025, the 11th meeting of the Kazakhstan-Armenia Intergovernmental Commission on Economic Cooperation was held under the co-chairmanship of Deputy Prime Minister – Minister of National Economy of Kazakhstan Serik Zhumangarin and Deputy Prime Minister of Armenia Mher Grigoryan.

In a videoconference format, the parties discussed a wide range of issues, including the development of trade and economic partnership, investment cooperation, and collaboration in the areas of transport, communications, agriculture, healthcare, culture, and tourism.

Armenia is an important partner of Kazakhstan in the South Caucasus, with which a solid political dialogue has been built and humanitarian ties are actively developing. The high level of cooperation between the two countries is due to the policies of the leadership aimed at strengthening interstate relations.

By the end of 2024, trade turnover between Kazakhstan and Armenia amounted to about $36 million, and for January–July of the current year – $28.7 million.

“We see significant potential for further trade growth. According to our estimates, additional export opportunities to Armenia could amount to about $350 million, primarily through the supply of metallurgical, petrochemical, chemical, and food products,” Serik Zhumangarin noted.

Special attention was given to cooperation in the field of transport. Armenian airlines were offered the opportunity to operate direct flights to Kazakhstan with the right to use the 5th freedom of the air under the existing “open skies” regime. The Kazakh side expressed interest in reducing service fees at Yerevan Airport.

In the investment sphere, Kazakhstan expressed readiness to implement joint projects for the processing of agricultural products in Atyrau and Mangystau regions for further export to Armenia. The initiative of the Armenian side on the development of the jewelry industry, included in the draft Cooperation Roadmap, was also supported.

Mher Grigoryan noted that Armenia supports the project to create a transport corridor for multimodal cargo transportation along the Kazakhstan–Turkmenistan–Iran–Armenia route. He emphasized that in parallel, transportation is already being carried out along the China–Kazakhstan–Uzbekistan–Turkmenistan–Iran–Armenia route, which demonstrates the growing interest in developing transport and logistics ties between the two countries. According to him, these shipments could become regular, especially given the interest of Armenian entrepreneurs in the opportunities of the Khorgos International Center for Cross-Border Cooperation.

In addition, issues of grain supplies were discussed. Kazakhstan confirmed its readiness to supply wheat to Armenia, taking into account the growing volume and geography of grain exports.

At the end of the meeting, the parties signed the protocol of the 11th meeting of the Kazakhstan-Armenia Intergovernmental Commission on Economic Cooperation.
