Kazakhstan and China Vice Prime Ministers Discuss Expansion of Trade and Economic Cooperation

Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin met in Astana with Liu Guozhong, Vice Premier of the State Council of the People's Republic of China.

The parties reviewed the progress of implementing the agreements reached following the talks between the leaders of Kazakhstan and China, held earlier this summer in Astana and Tianjin.

One of the key topics of the meeting was the increase in mutual trade volumes, particularly in the agricultural sector. According to Chinese statistics, in January–September 2025, trade turnover between Kazakhstan and China amounted to $35.4 billion (+7.4%), including Kazakhstan’s exports to China – $13.5 billion (+9.9%), and imports from China – $21.9 billion (+6.9%).

“The Chinese market is of great interest for the export of Kazakh grain. Over the past two years, grain exports to China have increased more than fivefold, reaching 1.4 million tons. To fulfill the instruction of our Heads of State to increase grain supplies to China to 2 million tons, we need to take additional measures,” Serik Zhumangarin emphasized.

He noted that it is necessary to increase the throughput capacity of border grain reception points, as certain restrictions on the Chinese side continue to significantly slow down logistics.

The parties discussed the potential for expanding exports of crop and livestock products from Kazakhstan to China. Currently, protocols on the export of 34 types of Kazakh agricultural and livestock products to the Chinese market are in force between the two countries. A total of 2,865 Kazakh enterprises have been included in the registry of exporters authorized to supply to China.

The Kazakh side has already submitted applications to open exports of melons and cotton seeds to China. During the meeting, it was proposed to begin the procedure for agreeing on phytosanitary requirements for new types of products.

Special attention was paid to increasing the volume and range of exports of livestock and processed products, including chilled lamb and beef, meat by-products, and powdered mare’s milk.

The parties also discussed the lifting of restrictions on the export of chilled meat from the northwestern and central regions of Kazakhstan following inspections conducted by the Kazakh veterinary authorities.

Liu Guozhong expressed readiness to continue joint efforts to implement high-level agreements and strengthen coordination between the relevant agencies on issues related to the supply of agricultural products to the markets of both countries.
