Kazakhstan and OECD Discuss Cooperation Strategy for 2026–2030

On the sidelines of the Regional Environmental Summit, Deputy Prime Minister – Minister of National Economy of Kazakhstan Serik Zhumangarin met with Deputy Secretary-General of the OECD Fabrizia Lapecorella.

The main topic of the negotiations was strengthening long-standing cooperation and moving to the implementation of new joint initiatives aimed at sustainable development and enhancing the competitiveness of the economy.

Deputy Prime Minister Serik Zhumangarin thanked the OECD for its active participation in preparing the summit and organizing the session on sustainable infrastructure in Central Asia. The parties confirmed that the climate agenda and the development of sustainable infrastructure remain key priorities of their cooperation.

It was noted that over more than 15 years of cooperation, the OECD has made a significant contribution to the implementation of reforms in Kazakhstan. In particular, the Organization’s recommendations have helped advance progress in public administration, tax policy, investment, anti-corruption efforts, and environmental policy. Kazakhstan continues to implement OECD standards, including recommendations on good statistical practice and integrity in public administration.

Special attention was paid to cooperation in tax policy and administration, including engagement within the Global Forum on Transparency and Exchange of Information for Tax Purposes, as well as the implementation of OECD/G20 standards on combating base erosion and profit shifting (BEPS). The importance of further strengthening capacity and improving the efficiency of domestic resource mobilization was emphasized.

The meeting also discussed the development of sustainable and climate-resilient infrastructure, as well as the decarbonization of key sectors, including energy and transport.

Particular focus was placed on the development of the Trans-Caspian International Transport Route (Middle Corridor), which Kazakhstan considers an important tool for strengthening regional connectivity, economic integration, and sustainable development.

The issue of the OECD country risk classification, which affects the cost of attracting financing, was also addressed. Kazakhstan expressed interest in continuing dialogue with the OECD on this matter.

Fabrizia Lapecorella noted the high level of implementation of the current cooperation program and emphasized the OECD’s readiness to further expand interaction. In particular, she proposed strengthening cooperation in areas such as digitalization, artificial intelligence, and improving the efficiency of public administration.

Concluding the meeting, the parties confirmed their interest in extending the Memorandum of Understanding and developing a new Action Plan for 2026–2030, including expanded cooperation under the Eurasian Competitiveness Programme.
