Infrastructure Framework for Five Cross-Border Hubs Has Been Formed in Kazakhstan

At the session of the Government chaired by Prime Minister Olzhas Bektenov, issues of developing special economic and industrial zones involved in the formation of cross-border hubs were reviewed. Deputy Minister of Industry and Construction Iran Sharkhan reported on the progress of infrastructure construction and the expansion of territories.

As of today, the foundation of the cross-border hubs consists of four special economic zones (“Khorgos – Eastern Gate,” the International Centre for Cross-Border Cooperation “Khorgos,” “Seaport Aktau,” and “TURAN”) and two industrial zones (the “Industrial Trade and Logistics Complex” and “Eurasia”).

A key factor in attracting investors is the availability of ready engineering infrastructure and fiscal preferences.

In the eastern direction, the Khorgos cluster plays a crucial role. To implement the SkyHansa cargo airport project, the territory of the SEZ “Khorgos – Eastern Gate” was expanded by 840 hectares this year. Most of the zone is already provided with infrastructure, and the regional akimat has been instructed to accelerate the approval of project documentation for the remaining areas.

In parallel, modernisation of the International Centre for Cross-Border Cooperation “Khorgos” is underway. Amendments to the Intergovernmental Agreement with the People’s Republic of China are being developed, providing for expansion of the territory, the opening of an additional checkpoint, and the transition to round-the-clock operations. Gasification of the facility is now being completed, and the list of priority types of activities has been updated.

In western Kazakhstan, the potential of the SEZ “Seaport Aktau” is being strengthened. The zone’s operating period has been extended until 2053. New sites in the cities of Aktau and Zhanaozen have been included for the placement of processing industries, as well as territories of airports and seaport terminals (the “Sarzha” project).

In the future, a further expansion of the SEZ by 382 hectares is planned with the participation of Ersai Caspian Contractor to develop maritime infrastructure.

Active construction is underway along the southern borders.

  • On the border with Uzbekistan (SEZ “TURAN”), production and warehouse facilities are being constructed on 100 hectares. Project documentation has been developed for the construction of engineering infrastructure with a total value of 2.8 billion tenge.

  • On the border with Kyrgyzstan (Industrial Zone “Alatau”), a Roadmap has been approved. Land works have been completed on 50 hectares, and sites for the first-phase facilities have been prepared. The issue of establishing a special economic zone to ensure “mirror conditions” with the Kyrgyz side is being considered.

  • On the border with Russia (West Kazakhstan region), the industrial zone “Eurasia” with an area of 281 hectares is operating.

“External engineering infrastructure has been 95% completed. Thirteen kilometres of high-pressure gas pipeline and power supply networks have been built. Full completion of construction works is expected by the end of this year. Documentation for the second phase — the construction of on-site networks — has also been prepared,” the Deputy Minister reported.
