Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, during his working visit to the Mangystau Region, checked the implementation of the Head of State’s instructions on strengthening the economic potential and developing key infrastructure projects in the region.

In particular, the Head of Government familiarized himself with projects for the development of the Trans-Caspian International Transport Route (TITR) and the expansion of domestic production capacities.

At Aktau International Airport, the Prime Minister was briefed on the transport and logistics potential of the Mangystau Region, which plays a key role in the development of the TITR due to its access to the Caspian Sea and modern port infrastructure. Over three years, container transit through Kazakh ports has increased 3.8 times to 42 thousand TEU, while their total throughput capacity has been brought to about 200 thousand TEU per year.

The Head of Government was also presented with a project to build a modern shipbuilding shipyard on the Caspian Sea coast, with an investment volume of at least 125 billion tenge. Chairman of the Board of Directors of YDA Group Huseyin Arslan reported that the enterprise will provide a full cycle of work — from design and construction of civil and specialized vessels to their technical maintenance and major repairs. The production of unmanned surface vehicles is envisaged. The shipyard’s capacity will be up to 8 new and 24 repaired vessels per year. After the facility is put into operation, 1,500 permanent jobs will be created. It was noted that technology transfer, the introduction of international standards, and the creation of a training center for Kazakh specialists will be ensured. Domestic small and medium-sized enterprises are planned to be involved in production cooperation.

In addition, the project to create a multimodal logistics and aviation hub based at Aktau Airport was considered. The complex will combine aircraft maintenance and repair, cargo aviation, specialist training, and logistics with the integration of air, sea, rail, and road transport. It is planned to carry out over 200 aircraft maintenance operations and up to 60 painting works annually. The project provides for the creation of 3,500 permanent jobs.

The Head of Government was briefed on the plans to build the first stage of a multifunctional terminal at Kuryk Port. The project is being implemented within the framework of agreements reached during the working visit of the Head of State Kassym-Jomart Tokayev to the PRC in July this year. Chairman of the Board of Directors of Guoyou Materials Group Yu Boyan reported that the company will invest 470 billion tenge in the project. It provides for the creation of an automated container terminal, the construction of a railway line connected to the national network, and the supply of container ships and ferries. The throughput capacity of the first stage will be up to 15 million tons of cargo per year. Construction works are scheduled for 2026-2028. The second stage will be implemented in 2029-2031 with commissioning in 2032. After the completion of the entire complex, its capacity will reach about 25 million tons per year with the possibility of further expansion. The project provides for the creation of up to 800 jobs, training of Kazakh technical personnel, and phased localization of operational activities.

The Prime Minister emphasized the importance of projects aimed at the further development of the Trans-Caspian International Transport Route. The creation of a modern shipbuilding base, a multimodal aviation and logistics hub, and a multifunctional terminal at Kuryk Port will allow expanding the transport infrastructure of the Middle Corridor, increasing the sustainability of transportation, and strengthening the role of the Mangystau Region and the city of Aktau as the most important transport and logistics hub of the country.

Olzhas Bektenov instructed central government agencies and the akimat of the Mangystau Region to ensure high-quality and timely implementation of the considered projects. Special attention should be paid to compliance with construction deadlines, attraction of investments, creation of permanent jobs, localization of production, and achieving a specific effect for the population and the economy of the region.

“The Head of State has set the task of turning Kazakhstan into a key transport hub of Eurasia. The Mangystau Region should become one of the supporting regions of the new stage of Kazakhstan’s development. The large-scale reforms being carried out by the Head of State provide for a deep renewal of the economy and infrastructure. The projects considered today form the foundation — new industrial capacities and a well-thought-out transport and logistics system. The Government will provide the necessary support. Each project must be implemented with high quality, in compliance with deadlines, and with a specific result for the population,” the Head of Government noted.
