Prime Minister of the Republic of Kazakhstan Olzhas Bektenov held a meeting with Liu Yongxin, Chairman of the Board of Directors of the Chinese corporation East Hope Group. They discussed the prospects for implementing a project in Kazakhstan aimed at creating a vertically integrated industrial park for non-ferrous metals production based on circular economy principles.
The project is focused on establishing a full production cycle for manufacturing green aluminum products and includes several priority areas — raw material extraction, aluminum-based product processing, and advanced processing of materials with high added value. The first phase envisions the construction of an alumina processing mining and beneficiation plant with a capacity of 2 million tons per year and an aluminum electrolysis plant with a production capacity of 1 million tons per year. Electricity generation will be carried out using renewable energy sources. According to the company, over 10,000 permanent jobs will be created during the project’s implementation.
"President Kassym-Jomart Tokayev has set the goal of building a more diversified and future-oriented economy. Step by step, we are reducing dependence on the raw materials sector and developing high value-added manufacturing. The creation of a vertically integrated aluminum production facility in Kazakhstan is a unique project that will ensure comprehensive development of this industry within the national industrial structure. The Government of Kazakhstan is ready for long-term cooperation," Olzhas Bektenov stated.
Liu Yongxin noted that Kazakhstan plays an important role as a logistical hub of Eurasia and, in the context of jointly building the Belt and Road Initiative, demonstrates a unique geographic advantage and development potential. According to him, Kazakhstan’s rich mineral resources and the ongoing industrial modernization strategy align fully with the company’s global priorities in green aluminum, modern agricultural industry, and renewable energy.
Following the meeting, relevant sectoral ministries were instructed to provide the necessary support for the project's implementation. It was also noted that the company would assume specific obligations, including the training of local personnel and a phased increase in the proportion of Kazakhstani workers.
East Hope Group is among the top ten global leaders in the aluminum industry and is also actively developing projects in the fields of polysilicon, green energy, agribusiness, and high technologies.
