Olzhas Bektenov gets acquainted with Jibek Joly FEZ implementation of new large-scale investment projects in Zhambyl region

Prime Minister Olzhas Bektenov during his working trip to Zhambyl region checked the implementation of the President's instructions on diversification of the economy, increasing the volume of industrial production and increasing the rate of processing in various sectors of the economy on the example of a number of projects.

On the territory of special economic zone Jibek Joly the Prime Minister was reported on the progress of investment projects in the spheres of chemical, processing industry, machine building, energy, metallurgy, as well as development of necessary infrastructure. A total of 18 participants have been registered here. According to the results of 2024, the volume of investments in the region amounted to 506 billion tenge, in 2025 is expected to grow to about 850 billion tenge as a result of construction of 9 projects.
Deputy Akim of Zhambyl region Abulkhair Tamabek reported on the development of FEZ infrastructure, including gas and electricity supply, water pipeline, railway access roads. Measures taken allow to meet the needs of production facilities under construction and form a base for launching new investment projects.

Here Prime Minister got acquainted with the start of construction of new industrial facilities: a metallurgical complex of full cycle and a plant for deep processing of corn. These projects are being implemented within the framework of agreements and meetings held during the working visit of Olzhas Bektenov to China in November last year.
With the participation of Chinese investor Fujian Hengwang Investment Co., Ltd, construction of one of the largest metallurgical plants in the country with a total cost of about $1.2 billion has begun. The project is financed by the investor's own funds. The enterprise will specialise in the production of rebar, wire rod, strip and section steel, as well as other types of steel products. 

Zeng Zhaoqian, Chairman of the Board of Fujian Hengwang Investment Co., Ltd, reported that the plant's capacity will reach 1 million tonnes per year in 2027 as part of the first phase. The second phase will raise the production capacity to 3 million tonnes per year between 2027 and 2029. The construction of a gas turbine power plant is also envisaged to meet the needs of the plant. It is planned to create 2.5 thousand jobs. An important element of the cycle is the use of environmentally friendly technology of direct reduction of iron. 

Kazakhstan ranks 9th in the world in terms of iron ore reserves. At the end of last year, production reached 37 million tonnes. The new project of the full-cycle metallurgical complex will become a significant contribution to the development of domestic metallurgy and an example of the application of environmentally friendly technologies. 

"As a result of implementation, the project will become one of the major producers of ferrous metal and metal products with a full cycle of deep processing of iron ore in Kazakhstan. The Government fully supports the construction of this plant and will provide the necessary support for its successful launch," Olzhas Bektenov said.

Prime Minister also visited the construction site of the investment project for the construction of a plant for deep processing of corn. It is planned to create a vertically integrated industrial park with an investment of $800 million and production capacity of up to 1 million tonnes of corn per year with further increase up to 3 million tonnes.

The project is being implemented by the Chinese company Fufeng Group, a world leader in the biofermentation industry. The industrial complex will include a starch plant and three biofermentation facilities. High-value-added products are expected to be produced: lysine, glutamine, glutamic acid, leucine, threonine, feed, etc. 

To meet the needs of the industrial park, the investor also plans to build a coal-fired thermal power plant and a wastewater treatment plant. It is noted that in the future it is planned to launch a plant for the production of chemical components, including hydrochloric acid and liquid ammonia. Commissioning of key facilities is scheduled for 2026. It is planned to create up to 1.5 thousand jobs.

Olzhas Bektenov noted that the implementation of this project will be an important step in improving the level of processing of agricultural products, developing export potential and attracting modern agricultural technologies. 

In Sarysu district Prime Minister also checked the progress of construction of a plant for production of soda ash by Qazaq Soda LLP. Executive director of Yildirim Holding Ismail Jeylan and director of Qazaq Soda LLP Ramazan Ibraimov reported on the project. On an area of 42 hectares a production complex with a capacity of 500 thousand tonnes of products per year at the first stage with a subsequent increase to 1 million tonnes will be implemented. Local raw materials will be used. In the process of production it is planned to apply technologies ensuring zero emissions. 

Calcined soda is used in metallurgical, glass, food, textile and chemical industries, as well as in the production of household chemicals. Today the demand of the Republic of Kazakhstan for soda is 350-400 thousand tonnes per year. Implementation of the project will provide full import substitution and start exporting to the CIS countries and China.

It was noted that at present construction and installation work has been completed by 30%, the delivery of major equipment. Commissioning of the plant is scheduled for August 2026. The project will create 1 thousand jobs, including 400 permanent ones. The total amount of investments is about $400 million.

Prime Minister stressed the importance of timely implementation of the project, which will put Kazakhstan among the world's leading producers of soda ash, reduce dependence on imports and create new opportunities for the development of the country's chemical industry. By implementing this project, the country will join the ranks of the world's leading producers of soda ash such as China, Turkey, USA and Russia.
