Prime Minister Olzhas Bektenov, during his working visit to North Kazakhstan Region, familiarized himself with the progress of construction of socially important infrastructure: an overpass in the village of Pribrezhnoye, protective dams along settlements, and a multidisciplinary regional hospital in Petropavlovsk.
First Deputy Akim of North Kazakhstan Region Marat Tasmagambetov reported on the work being carried out to reconstruct protective dams. Over the past two years, a set of flood protection measures has been implemented in the region, including the reconstruction of six key hydraulic structures. In total, more than 24 km of protective lines have been built and reconstructed, fully meeting modern engineering parameters. The total funding allocated for these purposes amounted to 14 billion tenge. This has significantly increased the safety level of the population, protecting residential houses, social infrastructure, and life support systems in Petropavlovsk and Kyzylzhar District.
In particular, in Kyzylzhar District, protective dams with a total length of over 5 km in the village of Pribrezhnoye, 4.6 km in the village of Teplichnoye, and 5.9 km in the village of Beskol have been reconstructed. The average height of these structures has been raised to 7.2–7.5 meters from the base, corresponding to the design level of 102 meters on the Baltic system. Similar reinforcement works were carried out in Petropavlovsk on the dam along Ushcheva Street in the Podgora microdistrict (length 1.3 km) and in the Kozhevny settlement near the Chrome Plant (length 4.1 km). Special attention was paid to the “Bioprud” facility in the regional center, built in 1953. As a result of works carried out in 2024–2025, the enclosing dam of the Bioprud with a length of 3.4 km was raised to the design height of 5 meters, and the concrete barriers were overhauled, completely eliminating the existing risks.
Currently, planned works are continuing on the improvement of internal slopes with geogrids and sowing of perennial grasses, as well as the installation of crushed stone covering on the dam crests.
Head of the Department of Passenger Transport and Highways of North Kazakhstan Region Yerden Shortybayev reported to the Prime Minister on the implementation of the project for the reconstruction of the regional significance road “Access to Vorony Island” with the construction of an overpass in the village of Pribrezhnoye. The project provides for the reconstruction of the road with raising of the embankment and bringing it to standard technical parameters, as well as the construction of a three-span overpass with a length of 72 meters. The total cost is 4.4 billion tenge.
The new transport infrastructure will be integrated with the protective dam of the village of Pribrezhnoye, where about 1,500 people live. This will ensure uninterrupted communication with the settlement throughout the year. Vorony Island is home not only to tourist facilities but also to a strategically important first-lift pumping station that supplies drinking water to the residents of Petropavlovsk. Previously, during the flood period, the road to the village was completely flooded, and the transportation and evacuation of people were carried out exclusively by water transport, which created a threat to citizens’ safety in adverse weather conditions.
To date, works on stabilizing the embankment base with crushed stone, installing 40 bored piles and four grillages, and erecting the extreme supports have been completed at the site. Currently, works are underway on the installation of the crossbeam of support No. 2 and the embankment filling. 2.6 billion tenge has been allocated this year for the project implementation. Completion of construction and commissioning of the overpass is scheduled for October 2027.
Following the inspection of the facilities, Olzhas Bektenov emphasized the need for timely completion of all works on strengthening hydraulic structures, as well as taking systemic measures for their further maintenance and technical servicing. The Prime Minister also drew the attention of the regional leadership to the social significance of this transport facility for the residents of Pribrezhnoye and instructed to ensure strict control over compliance with the project implementation deadlines.
In Petropavlovsk, the Prime Minister also familiarized himself with the progress of construction of the multidisciplinary regional hospital. Chairman of the Board of Directors of YDA Holding Huseyin Arslan reported that the total area of the medical complex will exceed 92,000 m². The modern medical complex will include a consultative-diagnostic building with a capacity of 480 visits per shift, round-the-clock and day hospitals, an obstetric unit, radiology and radiation diagnostics departments, a clinical diagnostic laboratory, and other specialized units. High-tech medical care will be provided here in the areas of cardiac surgery, neurosurgery, oncology, vascular surgery, traumatology, and other profiles. At present, works on the erection of reinforced concrete structures have been completed, bricklaying of walls, installation of facade profiles, and interior finishing of premises are ongoing. It was noted that all financing issues have been resolved, and construction works are proceeding according to the approved schedule. Commissioning of the facility is scheduled for 2027.
