Olzhas Bektenov: Trusting Dialogue Between Kazakhstan and China Leaders Elevates Economic Cooperation to New Level

Prime Minister of the Republic of Kazakhstan Olzhas Bektenov held a meeting with the Party Committee Secretary and President of China Tianying Inc. De Biao Cao. Issues of implementing investment projects in the field of processing and energy utilization of solid household waste were discussed.

“Thanks to the trusting and constructive dialogue between the leaders of our countries, Kassym-Jomart Tokayev and Xi Jinping, bilateral cooperation is confidently developing in all sectors of the economy and is reaching a new level. Trade turnover between Kazakhstan and China reached $48 billion last year. The Government is making every effort to fulfill the task set by the heads of our states to double the volume of trade,” Olzhas Bektenov emphasized.

To date, 77 joint projects worth $13.3 billion have been implemented within the framework of cooperation between Kazakhstan and China, and over 21.6 thousand jobs have been created. More than 269 initiatives are included in the promising portfolio.

Among the actively developing areas is the energy utilization of waste. Currently, projects for the construction of such plants are being implemented in Astana, Almaty, and Shymkent. The Waste-to-energy mechanism is also being introduced in the regions. China Tianying has been operating in this field for more than 20 years and has its own technological and production capacities. The company’s geography of activity covers more than 30 countries of the world, including Singapore, the Maldives, France, and others.

The head of China Tianying Inc. De Biao Cao noted that the company’s production capacities and technological solutions comply with advanced European environmental standards.

“We work in two areas: these are projects for environmental protection and the development of technologies in new energy. Currently, the processing capacity of the company’s plants is 4 thousand tons of solid household waste per day; in the future, this figure will be increased to 7 thousand tons per day. The company operates on a full production cycle: from the development of technical solutions and equipment manufacturing to construction, commissioning, and further maintenance,” De Biao Cao said.

During the meeting, attention was paid to the prospects of building small-capacity plants in Kazakhstan — from 250 to 500 tons of waste per day. Such solutions are in demand in regions where the volume of municipal waste generation does not require the creation of large enterprises.

To date, projects for processing solid household waste in Kazakhstan are being implemented through the mechanism of Investment Agreements. For energy utilization projects, a tariff for the generated electricity has been set at up to 55 tenge per 1 kWh.

Following the meeting, the Prime Minister instructed government agencies to provide assistance in accompanying the investment project for the timely implementation of the announced initiatives to introduce modern environmental and energy technologies in the regions.

“The Ministry of Ecology, together with other interested government agencies, should promptly complete the final stage of negotiations with the company and, within two weeks, submit for approval the Investment Agreement providing for the construction of solid household waste utilization plants in at least three major cities of Kazakhstan,” Olzhas Bektenov instructed.

Last year, Investment Agreements were concluded with Chinese companies, and today the construction of waste-to-energy plants has begun in three cities, with a total cost of 293.3 billion tenge. The total capacity will be 4.5 thousand tons of waste per day, with the generation of 134 MW of electricity and the creation of over 300 permanent jobs.

In Almaty, together with Junxin Environmental Protection, a plant is being built for the utilization of 2,000 tons of municipal waste per day (730 thousand tons per year) and the generation of 60 MW of electricity. The investment volume is 145.5 billion tenge.

In Astana, EAST HOPE is implementing a project providing for the energy utilization of at least 1,500 tons of municipal waste per day (550 thousand tons per year) and subsequent generation of 50 MW of electricity. The total amount of attracted investments is 94.4 billion tenge.

In the city of Shymkent, together with Shaanxi Construction Engineering Kazakhstan Co., Ltd, a plant is being built for the utilization of 1,000 tons of municipal waste per day (360 thousand tons per year) with subsequent generation of 24 MW of electricity. Investments of about 54 billion tenge have been attracted.

Currently, similar projects are being considered in Aktobe, Atyrau, Karaganda, and other cities of the country.
