As part of the official visit, Olzhas Bektenov was received by President of Belarus Aleksandr Lukashenko. The Prime Minister conveyed greetings and warm wishes on behalf of President of Kazakhstan Kassym-Jomart Tokayev. During the meeting, it was emphasized that Kazakhstan and Belarus enjoy strong relations built on years of friendship, mutual respect, and a high level of trust. It was highlighted that trust-based relations and regular constructive dialogue between the heads of state serve as an important foundation for the steady development of bilateral cooperation.
During intergovernmental talks, Prime Minister of Kazakhstan Olzhas Bektenov and Prime Minister of Belarus Aleksandr Turchin discussed practical issues regarding the further development of trade, economic, and investment cooperation, industrial partnership, transport and transit interaction, as well as the implementation of joint projects.
"Belarus is a reliable, time-tested partner for Kazakhstan. We are bound by a long shared history and mutual respect based on highly trusting and regular contacts between President of Kazakhstan Kassym-Jomart Kemelevich Tokayev and President of Belarus Aleksandr Grigoryevich Lukashenko. The task of our governments is to actively implement the agreements reached between our leaders. There is positive dynamics in this direction. According to our statistical data, trade turnover growth reached 27.7% last year, and 20% in the first seven months of this year. There is solid ground for further enhancing our interaction and expanding the range of supplied products, including in railway machinery building. The Government of Kazakhstan is firmly committed to working toward intensifying and deepening multifaceted, mutually beneficial cooperation between Kazakhstan and Belarus," Olzhas Bektenov stressed.
"Today's joint meeting highlights the importance attached in the Republic of Belarus to the Republic of Kazakhstan—a state with which we strive to maintain the closest, warmest relations. We note with satisfaction the high intensity of contacts at the government level. The result of our joint efforts is a steady growth in bilateral trade. The effective actions of the Intergovernmental Belarusian-Kazakh Commission on Trade and Economic Cooperation help maintain this positive economic momentum. At the same time, significant potential exists for boosting mutual deliveries. I am confident that our meeting today will allow us to identify promising growth points for further development and enrich the bilateral agenda with new substance. On my part, I would like to reiterate our openness to dialogue and keen interest in strengthening our contacts," Aleksandr Turchin noted.
By the end of 2025, bilateral trade turnover stood at approximately $1.2 billion. Over the first seven months of this year, the figure reached $723 million. Significant potential was noted for further expanding mutual trade and broadening the range of supplied goods. Kazakhstan possesses potential to export food products, vehicles, metals, chemical and petrochemical products, as well as textiles, machinery, and railway equipment.
Issues of industrial cooperation were also examined. Under the Kazakh-Belarusian partnership, 13 joint projects totaling over $200 million have been implemented. Production of "Belarus" tractors, "Gomselmash" combine harvesters, automotive vehicles, and other equipment has been localized in Kazakhstan. Kazakhstan is interested in further expanding the localization of manufacturing for leading Belarusian enterprises.
Regarding cooperation in the agro-industrial complex, Kazakhstan expressed readiness to expand supplies of sunflower, safflower, and rapeseed oils, as well as processed grocery products to the Belarusian market.
Positive dynamics persist in transport and transit cooperation: over the first seven months of this year, rail freight volume between the two countries grew by 18.7%, reaching 4.8 million tons. Prospects for further developing logistical routes were discussed.
In addition, the export of Kazakhstani digital solutions was raised, alongside attention to collaboration in tourism, culture, and humanitarian fields.
Following the talks, documents were signed between regions of Kazakhstan and Belarus aimed at developing trade, economic, scientific-technical, and cultural cooperation. These included an action plan between Kostanay and Grodno regions for 2027–2029, action plans between Pavlodar and Minsk regions, as well as Pavlodar and Gomel regions for 2026–2028, and a memorandum and development action plan between Turkistan and Mogilev regions.
