Prime Minister Olzhas Bektenov discusses measures of state support and development of agro-industrial complex with agrarians of Kostanay region

As part of his working visit to the Kostanay region, Prime Minister Olzhas Bektenov reviewed the progress of spring fieldwork and discussed key issues in the development of the agro-industrial complex with local agricultural producers.

At the agricultural enterprise LLP "Selo Vostochnoe," the Prime Minister was briefed on the effectiveness of state support measures for the sector. For the current sowing campaign, farmers are fully supplied with seeds, diesel fuel, and mineral fertilizers. Ivan Popovich, Director of "Selo Vostochnoe," reported that this year’s total spring sowing area covers 54,000 hectares, including 47,000 hectares for wheat and 5,300 hectares for barley. The farm sells its grain to meet domestic market demand.

Deputy Akim of the Kostanay Region, Arman Abenov, reported on the pace of spring agricultural work. As Kazakhstan’s largest grain-producing region, Kostanay is expected to harvest crops from 5.1 million hectares this year, including 4.2 million hectares of grain and legumes. As part of diversification efforts, the share of oilseeds, socially significant, and fodder crops is increasing. Farmers also plan to boost the use of mineral fertilizers by 1.3 times—to 337,600 tons. Through preferential lending programs via financial institutions, agricultural enterprises have received 91.5 billion tenge in funding—1.2 times more than last year.

In 2025, the region plans to launch 36 investment projects in the agro-industrial sector worth 52.5 billion tenge, creating over 600 new jobs. By 2027, a total of 93 projects are expected, generating 4,400 jobs.

In the fields, the Prime Minister met with major agricultural producers of the region to discuss current issues in agriculture, including the objectives set by the President at the IV National Kurultai—namely, increasing gross production, improving labor productivity, and expanding deep grain processing. The discussion also emphasized the development of livestock farming as a key to providing year-round employment in rural areas.

Participants included Boris Knyazev (LLP "Altynsarino"), Nurkanat Tazhniaz ("AB agro"), and Manat Karbozov ("Syma-K"), among others. Issues raised included subsidies to replenish working capital, concessional financing of livestock investment projects, training of qualified personnel, and active business involvement in rural development.

Boris Knyazev, Director of "Altynsarino," emphasized the importance of concessional lending programs, which many enterprises use annually. His farm’s fleet—326 tractors, 56 seeding complexes, and 87 high-capacity harvesters—was largely acquired through state support programs.

“We warmly welcomed the decision to allocate 700 billion tenge to agriculture, with plans to increase it to 1 trillion. This is a great move. We feel support in many areas—from construction and fuel to taxes. We understand that government care must be reciprocated by increasing production. We also invest in people and rural infrastructure. For instance, our farm is building 10 well-equipped houses. Last year, we spent about 1 billion tenge on gasification, paving, housing construction, and public works. When the state supports you and you also invest yourself, the result is strong. Carrying a load is easier when shared,” Knyazev said.

Nurkanat Tazhniaz, Director of "AB agro," shared plans to establish a sheep farm with 12,000 head and discussed the region's plans to scale successful agricultural investment initiatives modeled after the North Kazakhstan Region.

Meanwhile, Manat Karbozov, Director of "Syma-K," reported that under state support measures, his enterprise has doubled its cattle stock to 1,500 head over the past three years.

In his discussion with farmers, Prime Minister Bektenov stressed the government’s consistent support for the agro-industrial complex.

“As you know, following the President’s instructions, we’ve been paying close attention to agriculture in recent years. Since last year, we’ve been investing substantial funds. Before 2022, agricultural financing didn’t exceed 70 billion tenge. This year, it’s 700 billion—a tenfold increase. While agriculture makes up about 4% of GDP, it is a matter of national security. We must ensure self-sufficiency in key food categories. Next year, we will further increase support,” Bektenov said.

He also highlighted the importance of rural development and business social responsibility. Agricultural producers receiving government support must contribute to rural development and help improve the quality of life in the countryside.
