Smart Data Finance and a Cup of Coffee: New Opportunities for the Digital Ministry of Finance

Deputy Prime Minister – Minister of National Economy Serik Zhumangarin reviewed the activities of information systems and digital transformation projects of the Ministry of Finance.

Today, the information systems of the Ministry of Finance cover tax and customs administration, treasury, public procurement, strategic planning, and audit. The key one is Smart Data Finance (SDF), a big data base for automated tax calculation.

SDF contains information on 1.9 million individual entrepreneurs, 584 thousand legal entities, and 20.4 million individuals. A digital taxpayer profile is formed here: information about property, place of work, tax payments, and ASP recipient status. For legal entities, additionally, payroll fund, number of employees, history of tax reporting, and electronic invoices are recorded.

The system allows analyzing the business activity of companies and visualizing connections between them and their owners up to the 15th level. During the presentation, a scheme of fragmentation used by a construction company to optimize taxes was demonstrated.

Also demonstrated was the analytics functionality of data on betting offices. The database contains information on all betting offices operating in Kazakhstan. The system allows real-time tracking of turnover from bets placed daily by Kazakhstanis.

Another indicator of the advancement of the Ministry of Finance’s information systems is the Digital Map of Public Finance, or “Cup of Coffee” – a project for visualizing data from cash registers connected to the tax system. The project demonstrates the capabilities of the tax system to instantly reflect purchases registered through cash registers. The system records the amount, date, time, and place of purchase – whether it is a cup of coffee or purchases in a supermarket. Based on this information, analytics of cash discipline is generated both by region and for each taxpayer.

The Digital Map of Public Finance helps visualize revenues and expenditures of regions in real time. The system reflects data from 1.1 million cash registers.

To improve the efficiency of tax administration, the following systems have been launched: E-tamga, ISNA, and Keden.

E-tamga – calculation of the VAT balance and informing VAT taxpayers of the current balance for the quarter online. The main task is to prevent fictitious transactions used for tax optimization.

ISNA – the integrated tax administration system, which consolidated seven outdated solutions into a single platform and provides full tax support for entrepreneurs.

Keden – automates customs processes, introduces remote interaction of foreign economic activity participants, and uses elements of artificial intelligence.

In the public planning system, the expenditure part of the budget has been digitized. All government agencies submit requests online, upload commercial proposals, and acts of completed work. This makes it possible to control every stage of budget spending – from planning and procurement to efficiency analysis.

For monitoring state support, the BAQYLAUDA digital service has been introduced, which scores recipients and tracks the effectiveness of measures.

Also presented were the National Product Catalog (a unified base for product identification and accounting) and the Unified Entrepreneur’s Personal Cabinet (a one-stop portal for business).

Based on the presentation, Serik Zhumangarin gave several recommendations to improve the user-friendliness of the systems for business.
