Tamara Duisenova checks Auyl Amanaty project implementation in Akmola region

Deputy Prime Minister of Kazakhstan Tamara Duisenova checked the progress of Auyl Amanaty project and visited a number of social facilities in Akmola region.

In his Address to the people of Kazakhstan, the Head of State gave a positive assessment of the project "Auyl Amanaty". The programme to increase the incomes of rural residents helps them start their own businesses and employ unemployed citizens. Microcredits at 2.5 per cent are provided for these purposes. In Atbasar district Tamara Duisenova got acquainted with the implementation of business ideas of villagers.

One of the participants of the project ‘Auyl Amanaty’, Vitaly Dubinin, a resident of Atbasar district, opened a service station on a favourable loan of 3.5 million tenge. Aida Meiramova organised a bakery with a concessional loan of 8.6 million tenge. The bakery has provided jobs for 16 people.

"We started from scratch and came to a production that is in demand among the population. We used the loan money to buy a dough mixer and an oven for 120 loaves. We bake up to 20 types of bakery products," Aida Meiramova shared.

Tamara Duisenova was also presented a regional exhibition of products produced by the participants of the project "Auyl Amanaty". During the conversation with villagers, Deputy Prime Minister noted the importance of the development of deep processing in production.

Deputy Prime Minister together with the head of the region Marat Akhmetzhanov held a meeting on the implementation of the programme with the participation of akims of districts and rural districts of the region. The best cases implemented in other regions were considered. Gizat Abiltai from Kyzylorda region shared his experience in project support with local socio-entrepreneurial corporations. Koskol village of Karatobe district of West Kazakhstan region was also presented as a model co-operative. In addition, the meeting participants were familiarised with case studies on effective food supply to schools, product processing and export.

"Rural akims work closely with the population on the ground. They should offer citizens the most effective measures of state support. Only in this case we will achieve the main goal - to improve the welfare of villagers. In addition to soft loans, the state provides grants for starting a business, subsidised jobs. Using all these opportunities, we can achieve good results," Tamara Duisenova emphasised.

Akim of Akmola region Marat Akhmetzhanov noted that state support measures are an effective tool for the development of agricultural business.

"In the region under the programme “Auyl Amanaty” projects of different directions - in the sphere of animal husbandry, sewing and leather production, manufacture of dairy and sausage products - have received financing. We explain to everyone what actions should be taken to open a business with maximum support from the state. It is necessary to move from consumption to production. This will give both jobs and profit. The budget should work for the benefit of the population," Marat Akhmetzhanov said.

Kazakhstan has introduced a system of labelling and traceability of medicines. This measure is designed to ensure the transparency of the movement of medicines from the moment they are imported into the country or manufactured until they are used in hospitals or purchased in pharmacies. Tamara Duisenova was demonstrated the work of the system on the basis of one of the pharmacies of Kokshetau city and the regional hospital.

Topical issues of health care development were considered at the meeting with the participation of chief physicians of medical centres of the region. The main topic of discussion was the fulfilment of the President's instructions. The urgency of formation of a single package of medical care, which will consist of guaranteed basic and insurance parts, was highlighted. All regions are actively working to involve uninsured citizens in the system.

"Every insured citizen, regardless of the amount of deductibles, should receive all necessary medical care within the framework of insurance, with the exception of services related to adult dentistry and cosmetology. We need to strengthen work on early detection of diseases," Tamara Duisenova added.

A meeting was held on the development of sports with the participation of heads of sports organisations, children and youth schools in the region. Deputy Minister of Tourism and Sports Serik Zharasbaev reported on the planned innovations concerning the definition of priority sports, introduction of per capita financing, formation of multi-level succession training system. Heads of sports schools asked their questions and shared their views on the development of the sphere.

Deputy Prime Minister noted that the proposed norms would be discussed with all interested parties. The opinions and proposals voiced during the meetings will be taken into account to make a decision.
