Secretariat of the Prime Minister of the Republic of Kazakhstan
The Secretariat of the Prime Minister of the Republic of Kazakhstan is a structural subdivision of the Government Apparatus of the Republic of Kazakhstan.
The main objective of the Secretariat of the Prime Minister of the Republic of Kazakhstan is: organisational, information and analytical support of the Prime Minister's operations.

Ruslan Atygaev
Ruslan Atygayev was born in 1988 in Akmola region. He graduated from Kazakh Humanitarian Law University and Karaganda Economic University of KazPotrebsoyuz.
He began his career in 2011 as a specialist of the Finance Department of Astana. For many years he worked in the office of the Akim of the capital, the Agency of the Republic of Kazakhstan on combating corruption.
He also held the positions of inspector, deputy head of the secretariat of the Head of the Presidential Administration of the Republic of Kazakhstan.
In February 2024, he was appointed Head of the Secretariat of the Prime Minister of the Republic of Kazakhstan.
Chief of Protocol to the Prime Minister of the Republic of Kazakhstan
Rassul Tynysbayev
Rassul Tynysbayev was born in 1990 in the Almaty region.
He began his career in 2013 as a specialist of Economic Department Ministry of Foreign Affairs of the Republic of Kazakhstan RSE.
In different years he worked as an attaché of the Department of Eurasian Integration of the Embassy of the Republic of Kazakhstan in the Russian Federation, Third Secretary of the Department of Work with Diplomatic Corps of the State Protocol Service of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
Since 2021 he was the desk officer, expert of the Protocol Service of the President of the Republic of Kazakhstan.
Since May 2024 he was appointed Chief of Protocol of the Prime Minister of the Republic of Kazakhstan.
Press Secretary of the Prime Minister
Dilyara Alenova
She was born in 1993, graduated from KazGUU University.
She started her career in 2014 as a journalist. In different years she worked in the Central Communications Service under the President of the Republic of Kazakhstan, the Information Committee of the Ministry of Information and Communications of the Republic of Kazakhstan, Kazkontent JSC, the press service of the Prime Minister of the Republic of Kazakhstan. She held the positions of Head of the Regional Communications Service of Almaty, Head of the Communication Practices Department of the Public Development Department of Almaty, Head of the Press Service of the Almaty Akimat.
In February 2024, she was appointed Deputy Head of the Secretariat – Press Secretary of the Prime Minister of the Republic of Kazakhstan.

Head of Press Service of the Government of the Republic of Kazakhstan
Maksat Tulegenov
He was born in the North Kazakhstan region in 1993. He graduated from Buketov Karaganda State University.
He started his career in 2014. In different years he worked as a press secretary of the Academy of Public Administration under the President of the Republic of Kazakhstan, head of press service of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, public relations specialist in the commercial sector. From May 2022 to the present time was the Head of Press Service of NC QazaqGaz JSC.
He was appointed Head of Press Service of the Government of the Republic of Kazakhstan from June 2024.

Glukhikh Dmitry
He was born April 19, 1974, in the city of Tselinograd, Kazakh SSR. In 1996, he graduated from the Gumilyov Eurasian National University.
He worked as a journalist in newspapers and magazines "Esil,” "Stolichnyi Prospect,” "Niva," "Azamat Times," “Vechernyaya Astana,” the Khabar agency.
Since 1999, he was chief expert, head of the sector at the Press Service of the President of the Republic of Kazakhstan, chief inspector of the Office of the President of the Republic of Kazakhstan.
Since 2005, he was deputy head of the Department of Information and Inter-Parliamentary Relations, Head of the Press Service of the Senate of the Parliament of the Republic of Kazakhstan.
Since 2007, he was advisor to the Prime Minister of the Republic of Kazakhstan.
Since 2019, he was head of the Consolidated and Analytical Division of the Office of the Prime Minister of the Republic of Kazakhstan.
Since 2023, he holds the position of Head of the Analytic Department of the Government Apparatus of the Republic of Kazakhstan.

Expert-analytical, organisational and information support for the activities of the Prime Minister, the Government leadership and the Government Apparatus
on behalf of the management of the Government and the Apparatus, within the competence of the Department, reviews and prepares opinions (recommendations) on draft laws, acts of the President, the Government and the Prime Minister, draft orders of the Head of the Apparatus, other draft acts, conducts expert examinations of financial, economic, legal and other aspects of draft decisions of the Government and the Prime Minister, the conclusion on the results of which is informative and recommendatory for the Prime Minister, his deputies and the Head of the Apparatus when making decisions
organises meetings with the Prime Minister, his deputies, Chief of Staff on issues within the competence of the Department, inviting officials of state bodies to participate in them;
preparation of analytical notes on topical issues and citizens' appeals;
takes part in analysing the practical implementation and application of normative legal acts and other acts of the Government and the Prime Minister on issues within the competence of the Department;
proactive control over the execution of acts and instructions of the President of the Republic of Kazakhstan, State Counsellor, Head of the Presidential Administration, Secretary of the Security Council, acts of the Government and the Prime Minister, decisions of the Government meetings, instructions of the Prime Minister and his deputies;
organises the activities of the National Centre for Investment Activities and the Secretariat of the Investment Attraction Council.

He was born on March 31, 1977 in Almaty.
He graduated from the International School of Business at KazSAU, Karaganda Economic University, National School of Public Policy.
He started his career in 1999 in structural subdivisions of the Ministry of State Revenue.
In 2002-2005 he worked in the national companies “Food Contract Corporation” and “Kazakhstan Engineering”.
Since 2006, he held various positions in the Government Apparatus of the Republic of Kazakhstan (formerly the Office of the Prime Minister of the Republic of Kazakhstan).
In August 2024, he was appointed Head of the Department of Industrial and Infrastructure Development of the Government Apparatus of the Republic of Kazakhstan.

coordination of the provision of professional development of civil servants of the Government Apparatus;
formation of a corporate culture and the development of a favorable social and psychological climate in the team;
implementation of other tasks and functions on personnel management, determined by the legislation of the Republic of Kazakhstan in the field of civil service.

Ibrayeva Amangul
She was born on July 17, 1968 in Semipalatinsk region.
In 1990, she graduated from the Almaty Architectural and Construction Institute with a degree in construction engineering and technology, retrained and upgraded her skills at the ASU under the President of the Republic of Kazakhstan, the National School of Public Administration of France (ENA), Duke University (USA).
She began her career in 1990 as an engineer in the technological department of the State Research Institute “Kazgiproagropromstroyindustriya”.
From 1992 to 1994, she worked in Alma-Ata city administration;
From 1994 to 1998, she was an inspector of the Cabinet of Ministers of the Republic of Kazakhstan, a senior inspector, a consultant, a senior assistant of the Office of the State Commission on the Relocation of the Supreme and Central Executive Bodies to Akmola City;
From 1998 to 2010, she was a senior assistant, consultant, head of sector of the Office of the Prime Minister of the Republic of Kazakhstan;
From 2010 to 2019, she was Deputy Head of the Department of Civil Service and Personnel Work, Deputy Head of the Department of Financial and Economic and Personnel Work, Head of the Management Secretariat of the Office of the Prime Minister of the Republic of Kazakhstan;

Bakhtiyar was born in 1990 in Almaty.

He is a member of the Presidential Youth Personnel Reserve and a finalist of the El Umiti program.
