Secretariat of the Prime Minister of the Republic of Kazakhstan

The Secretariat of the Prime Minister of the Republic of Kazakhstan is a structural subdivision of the Government Apparatus of the Republic of Kazakhstan. 

The main objective of the Secretariat of the Prime Minister of the Republic of Kazakhstan is: organisational, information and analytical support of the Prime Minister's operations.

Key functions:

  • providing the Prime Minister with timely and reliable information;
  • receiving, checking the completeness, prompt consideration, transmission in the prescribed manner for execution of correspondence received by the Prime Minister and the Government;
  • monitoring the implementation of protocol and personal orders of the Prime Minister;
  • verification of necessary approvals and documents before sending to the Prime Minister for his signature the drafts of laws of the Republic of Kazakhstan, Decrees and Orders of the President of the Republic of Kazakhstan, acts of the Government and the Prime Minister;
  • arrangement of a daily personal reception by the Prime Minister of managers and representatives of ministries, agencies, state holdings, development institutions, local executive bodies, diplomatic corps and international organizations accredited in the Republic of Kazakhstan, members of the Parliament of the Republic of Kazakhstan, officials of the Government Apparatus, representatives of public and other organizations, foreign firms and companies;
  • 24-hour functioning of the reception room of the Prime Minister;
  • organizational and protocol support of the Prime Minister's activities;
  • preparation and conducting of working visits of the Prime Minister to the regions of the country;
  • preparation and conducting of foreign visits of Prime Minister, as well as other international events;
  • consulting support for the activities of the Prime Minister.

 

 

 

Head of the Secretariat of the Prime Minister of the Republic of Kazakhstan

Ruslan Atygaev

 

Ruslan Atygayev was born in 1988 in Akmola region. He graduated from Kazakh Humanitarian Law University and Karaganda Economic University of KazPotrebsoyuz.

 

He began his career in 2011 as a specialist of the Finance Department of Astana. For many years he worked in the office of the Akim of the capital, the Agency of the Republic of Kazakhstan on combating corruption.

 

He also held the positions of inspector, deputy head of the secretariat of the Head of the Presidential Administration of the Republic of Kazakhstan.

 

In February 2024, he was appointed Head of the Secretariat of the Prime Minister of the Republic of Kazakhstan.

 

Chief of Protocol of the Prime Minister of the Republic of Kazakhstan

Serik Ashirov

 

Serik Ashirov graduated from Al-Farabi Kazakh National University.

 

He began his career in 2009 as a specialist of the Consular Service Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan. In different years he worked as a Vice Consul, First Secretary (Consul) of the Consulate General of Kazakhstan in Dubai (UAE), First Secretary of the Consular Service Department of the Ministry of Foreign Affairs of Kazakhstan, First Secretary (Consul) of the Republic of Kazakhstan in the Italian Republic (Consul with a location in Milan). Also held the positions of Advisor to the Secretariat of the Commissioner of EXPO-2017 of Ministry of Foreign Affairs, Advisor to the State Protocol Service of the Ministry of Foreign Affairs, Head of Department of the State Protocol Service of the Ministry of Foreign Affairs, Chief Inspector of Protocol of the Prime Minister of the Republic of Kazakhstan.

 

Since September 2022, he has been appointed Chief of Protocol of the Prime Minister of the Republic of Kazakhstan.

The main tasks and functions:

The prompt release of information materials on the work of the Prime Minister of the Republic of Kazakhstan and his Deputies

  • the rapid preparation of official information about the performance of the Prime Minister and his Deputies;
  • preparation of photo and video products about the Prime Minister's activities, including on working trips to the regions and abroad;
  • collaboration with press services (or structures performing their functions) of foreign countries, organizations;
  • placement of the Government decisions, orders of the Prime Minister and other documents to be published on the official information resource;
  • informational content of the official Internet resource of the Government and its official pages in social networks.

Interaction with domestic and foreign media to cover the performance of the Prime Minister and the Government

  • prompt provision of official information to the media on the activities of the Prime Minister and the Government, and distribution of press releases and other information and awareness-raising materials to the media;
  • ensuring the operation of the Government press centre;
  • holding of press conferences, briefings, interviews, meetings and other events of the Prime Minister and his deputies, members of the Government with media representatives;
  • accreditation of journalists and other representatives of mass media, assisting them to disseminate information about the activities of the Prime Minister and the Government in the most complete and broadest possible way.

Coordination of the central executive bodies in the implementation of the priority areas of the communication work of the Government

  • determination of the priority thematic areas of the information work of the central executive bodies;
  • coordination of the work of the press services of central and local executive bodies on media coverage of the Government operations.

 

Analytic Department

Analytic Department

Main tasks and functions:

  • analytical and information support for the activities of the Prime Minister and the Government;
  • coordination of analytical work of the Government Apparatus and interaction with sectoral institutes in the field of analytics and scientific research;
  • analysis and compilation of materials for the meetings of the Government and meetings of the Prime Minister;
  • coordination and monitoring of the Smart Data Ukimet IS;
  • project support for the implementation of the Head of State's instructions, the President's pre-election programme and analysis of the achievement of objectives and results of strategic and programme documents.

Head of the Analytic Department

Glukhikh Dmitry 

 

He was born April 19, 1974, in the city of Tselinograd, Kazakh SSR. In 1996, he graduated from the Gumilyov Eurasian National University.

He worked as a journalist in newspapers and magazines "Esil,” "Stolichnyi Prospect,” "Niva," "Azamat Times," “Vechernyaya Astana,” the Khabar agency.

Since 1999, he was chief expert, head of the sector at the Press Service of the President of the Republic of Kazakhstan, chief inspector of the Office of the President of the Republic of Kazakhstan.

Since 2005, he was deputy head of the Department of Information and Inter-Parliamentary Relations, Head of the Press Service of the Senate of the Parliament of the Republic of Kazakhstan.

Since 2007, he was advisor to the Prime Minister of the Republic of Kazakhstan.

Since 2019, he was head of the Consolidated and Analytical Division of the Office of the Prime Minister of the Republic of Kazakhstan.

Since 2023, he holds the position of Head of the Analytic Department of the Government Apparatus of the Republic of Kazakhstan.

Main tasks and functions

Coordination of the activities of the central state and local executive bodies on defence, law and order, civil protection, mobilisation training, standard-setting, legal provision and cooperation with Parliament

  • conducting analytical work on topical issues;
  • participation in the work of advisory and consultative bodies of public authorities.

Expert, analytical, organisational, information and legal support for the activities of the Prime Minister, the Government and the Apparatus on matters of defence, law and order, civil protection, mobilisation training, rule-making, legal support, and interaction with Parliament

  • expertise of draft laws and acts of the President, as well as draft decisions adopted by the Government and the Prime Minister; preparation of conclusions based on the results;
  • organisation of meetings to consider disagreements between state bodies on draft laws, acts of the President, the Government and the Prime Minister;
  • coordination of the work of the state bodies on the revision of legislative acts for excessive (exaggerated) regulation of norms and decentralisation of functions and powers of the Government, central and local executive bodies;
  • coordination of the activities of state authorities in international arbitration and foreign court proceedings.

Legislative implementation of policy documents identified by the President, the Government and coordination of the passage of draft legislation in Parliament

monitoring and reporting to the Prime Minister and his deputies on the implementation of the State Planning System documents and the Government's Plan of Legislative Work for the relevant year, as well as on the problems and risks encountered.

supervision of the observance of the Rules of Procedure of the Government by State bodies when considering draft legislation in Parliament.

Oleg Fedorov

 

He was born on Feb. 28, 1963, in Almaty. He graduated from the Karaganda Higher School of the USSR Ministry of Internal Affairs in 1984 with a degree in Jurisprudence. He was a police colonel.

  • From 1984 to 2008, he held various posts in the internal affairs system;
  • From 2008 to 2009, he was Deputy Minister of the Interior of Kazakhstan;
  • From 2009 to 2013, he was Head of the Defence and Law Enforcement Department of the Office of the Prime Minister of Kazakhstan;
  • From 2013 to 2019, he was Advisor to the First Deputy Prime Minister of Kazakhstan, Prime Minister of Kazakhstan;
  • From April 2019 to Feb. 2023, he was Head of the Defence and Law Enforcement Division of the Office of the Prime Minister of the Republic of Kazakhstan;
  • From February 2023, he was Head of the Law, Defence and Law Enforcement Department of the Government Apparatus of the Republic of Kazakhstan.

Main tasks and functions:

Coordination of the activities of state bodies in the preparation and execution of acts of the Government and the Prime Minister in the supervised areas.

  • ensuring the work (activity) of the Prime Minister, Deputy Prime Ministers and Head of the Government Apparatus on the socio-economic development of the regions;
  • preparation of working visits of Prime Minister, Deputy Prime Ministers to the regions, organization and control over execution of instructions, given according to their results;
  • coordination of work and ensuring of interaction of akimats of regions, cities of Astana, Almaty and Shymkent with the Government Apparatus, its structural subdivisions, central government agencies on issues of regional development
  • information support of the Prime Minister, Deputy Prime Ministers on the operational situation, economic, social, emergency and other situations in the regions;
  • analysis, monitoring and preparation of decisions of the Government and Prime Minister on issues related to the development of telecommunications and communication sector, radio frequency spectrum, "digital television broadcasting" (technical part) and the Internet, the development of "electronic government", automation of public services (CPS), development of postal sector and postal savings system, export control, development of roads, land policy, land management, geodesy and mapping;
  • analysis, monitoring and preparation of decisions of the Government and the Prime Minister on issues related to the development of the electricity and thermal energy sector, nuclear energy and industry, renewable energy sources;
  • analysis, monitoring and preparation of decisions of the Government and the Prime Minister on issues related to the development of geological industry, subsoil use and development of mining and metallurgical industry, development of special economic zones, industrial innovation zones, local content, energy saving and energy efficiency, coal industry and unconventional gas;
  • analysis, monitoring and preparation of decisions of the Government and the Prime Minister on issues related to civil aviation development, development of water and road transport, railway sector, transport control, road sector, transport logistics development, in terms of general policy-making;
  • analysis, monitoring and preparation of decisions of the Government and the Prime Minister regarding development of agriculture, forestry, fauna, the system of special protected areas, tourism and water management;
  • analysis, monitoring and preparation of decisions of the Government and the Prime Minister on issues relating to the areas of industrial and innovation policy, space activity, light industry and other manufacturing industries, oil and gas, petrochemical and chemical industry, gold mining, machine-building industry;
  • analysis, monitoring and preparation of decisions of the Government and the Prime Minister on issues relating to the areas of architectural, urban planning and construction activities, the construction industry, housing relations, housing and communal services;
  • analysis, monitoring and preparation of decisions of the Government and the Prime Minister on issues related to technical regulation and metrology, environmental protection, solid domestic waste, the transition of the Republic of Kazakhstan to a green economy, the current activities and development of corporate governance of Samruk Kazyna JSC.

Informational, analytical and organisational support for the activities of the Prime Minister, the leadership of the Government and the Government Apparatus.

  • on instructions of the leadership of the Government and the Government Apparatus reviews and prepares conclusions (recommendations) on draft laws, acts of the President, the Government and the Prime Minister, draft orders of the Head of the Government Apparatus and other draft acts; conducts examinations of financial, economic, legal and other aspects of draft decisions of the Government and the Prime Minister, the result of which is information and advisory nature for the Prime Minister, his deputies and the Head of the Government Apparatus;
  • organizes meetings with the Prime Minister, his deputies, Head of the Government Office on issues within the competence of the Division, inviting officials of state agencies to participate in them
  • in accordance with the procedure established by law, considers the written applications of citizens and legal entities on issues within the competence of the Division, and provides its conclusions and suggestions thereon;
  • participate in the analysis of the practical implementation and application of normative legal acts and other acts of the Government and the Prime Minister on issues within the competence of the Division;
  • exercises control over the timing of the execution of acts and instructions of the Head of State given to the Government, decisions of the Government and the Prime Minister, instructions of the Prime Minister, his deputies, the Head of the Government Apparatus and his Deputies.

Ayan Maguzumov

 

He was born in 1987 in the Akmola region. He graduated from the Gumilyov Eurasian National University with a degree in economics and from the University of Sheffield (UK) with a master's degree in Public Administration.

He began his career in 2009.

  • From 2009-2011, he worked as an expert of the Transport Control Committee of the Ministry of Transport and Communications of the Republic of Kazakhstan.
  • In 2011-2012, he worked as a chief expert of the Road Transport Department of the Ministry of Transport and Communications of the Republic of Kazakhstan.
  • In 2012-2013, he was the Chief Expert of the Industrial and Innovative Development Department of the Office of the Prime Minister of the Republic of Kazakhstan.
  • In 2013-2018, he was the Chief Consultant of the Industrial and Innovative Development Division of the Office of the Prime Minister of the Republic of Kazakhstan.
  • Since May 2018, he was Head of Sector of the Industrial and Innovative Development Division of the Office of the Prime Minister of the Republic of Kazakhstan.
  • From April 2019, he was Chief Inspector of the Industrial and Innovative Development Division of the Office of the Prime Minister of the Republic of Kazakhstan.

  • to provide a coordinating role and assistance in shaping the country's economic policy over the medium term;
  • development of proposals and coordination of activities to improve the implementation of economic reforms, and elimination of interdepartmental disagreements;
  • improvement of the forecasting process and strengthening the expert and analytical work in the main economic sectors;
  • coordination of work on the formation and development of the state planning system, state statistics system, macroeconomic forecasting and analysis of the results of the social and economic development of the country, demonopolisation of the economy;
  • monitoring of execution of documents of the state planning system, national plans for implementation of the annual Addresses of the Head of State to the people of Kazakhstan, the anti-crisis programme of the Government; and
  • coordination of work on improvement of the fiscal and monetary policy, accounting, auditing and implementation of IFRS, public procurement and quasi-public sector procurement within the Government's competence;
  • Inter-agency cooperation on antimonopoly regulation, consumer protection, coordination of issues related to the development of entrepreneurship, public-private partnerships, natural monopolies;
  • interaction on the banking sector, currency regulation, securities market, insurance activities, the National Fund, the Unified Accumulative Pension Fund within the competence of the Government;
  • preparation of information and analytical materials (talking points, references, biographical data) for meetings, meetings with the Government and the Government Office on international cooperation;
  • organisation of international meetings and negotiations of the Prime Minister and his Deputies;
  • preparation of analytical information to support international activities of the Prime Minister and his deputies on the political and economic situation in foreign countries with which diplomatic relations are maintained, on the progress of implementation of international treaties and agreements, on the work of intergovernmental commissions for cooperation with foreign countries, as well as other information on interstate relations and international cooperation;
  • participation in coordinating the activities of state bodies on issues of joint intergovernmental commissions (committees, councils) on cooperation with foreign countries;
  • analysis, monitoring and preparation of decisions of the Government and the Prime Minister on issues related to the development of foreign trade policy, investments, export, as well as cooperation with international financial institutions;
  • preparation of draft instructions, regulatory legal acts and correspondence of the Government and the Government Apparatus on matters of international and diplomatic nature with the relevant bodies of international organizations to which the Republic of Kazakhstan is a party
  • Participation in monitoring the implementation of decisions taken within the framework of international organizations to which the Republic of Kazakhstan is a party;
  • elaboration of organizational and protocol arrangements for international meetings, negotiations, foreign visits and working visits of the Prime-Minister, as well as his participation in international conferences, meetings, forums, summits, symposiums, seminars, exhibitions and fairs, etc;
  • advising the Prime Minister on matters of State and diplomatic protocol;
  • coordinating matters relating to the activities of the Ministry of Foreign Affairs.

  • coordinating the activities of the central and local executive bodies on issues falling within the Division's competence;
  • proactive control over execution of acts and instructions of the President, State Advisor of the Republic of Kazakhstan, Management of the Administration of the President, Secretary of the Security Council of the Republic of Kazakhstan, acts of the Government and Prime Minister, decisions of meetings of the Government, instructions of the Prime Minister and his deputies, informing the Prime Minister on these issues; 
  • monitoring of the activities of central and local executive bodies on the issues of socio-cultural development;
  • expert and analytical support of the activities of the Prime Minister and the Government on issues falling within the competence of the Division;
  • monitoring of national projects and the level of achievement of the basic KPIs for the social wellbeing of the population;
  • organising and conducting focus groups and express surveys on the socio-cultural sphere;
  • analysis and forecasting of social risks with the development of proposals to improve the effectiveness of measures taken;
  • resolving cross-sectoral issues falling within the Division's competence;
  • coordination of the activities of State agencies in resolving intersectoral and interdepartmental issues in the social sphere;
  • participation in the preparation of analytical materials for the Prime Minister, his deputies and Head of the Government Apparatus on the issues that fall within the competence of the Department, as well as other information on the orders of the Prime Minister, his deputies and Head of the Government Apparatus;
  • organization of work to resolve disagreements between the central and local executive bodies and other government agencies;
  • ensuring the activity of advisory bodies under the President and the Government, headed by the Prime Minister and his deputies;
  • examining and organising the preparation of responses to parliamentary enquiries, letters of deputies, recommendations and resolutions of the Accounts Committee on controlling the execution of the republican budget, as well as on acts of prosecutorial response with measures to remedy identified irregularities;
  • consideration of written appeals of citizens and legal entities on issues within the competence of the Division in accordance with the procedure established by law and preparation of its conclusions and proposals on them.

He was born in 1992. 

He graduated from the Gumilyov Eurasian National University.

  • In 2011-2013, he had an internship in National Information Technologies JSC, The Committee for the Execution of Judicial Acts of the Ministry of Justice, and the Engineering Center of the Economic Department of the Parliament of the Republic of Kazakhstan. 
  • In 2013-2018, he was an expert, chief expert, acting head of the Department of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan.
  • In 2019-2020, he was the manager of the Department of Media and Public Relations of Information and Analytical Center JSC, chief manager of the Department of Strategy and Consolidated Analytics, Department of Digitalization and Entrepreneurship Support of Astana Social-Entrepreneurial Corporation NJSC.
  • In 2020-2021, he was the chief specialist, chief inspector, head of department of organizational and control work of Akim's Office of Astana.
  • In 2021-2022, he was the head of the Inspector and Territorial Work Department of the Akim's Office of Astana.
  • In 2022-2023, he was the Deputy Head of the Office of the Akim of Astana.
  • On February 20, 2023 he was appointed as a head of the Social Development Department of the Government Apparatus of the Republic of Kazakhstan by a Government Decree.

  • coordination of work of state bodies on revision of legislative acts for excessive (over-regulation) of norms and decentralization of functions and powers of the Government, central and local executive bodies;
  • coordination of activities of state bodies on proceedings in international arbitration and foreign courts. 

 

Legislative implementation of the program documents defined by the President, the Government and coordination of the passage of bills in Parliament

  • monitoring and informing the Prime Minister and his deputies on the implementation of activities under the documents of the State Planning System on issues within the competence of the Legal Department and the Government's Plan of Legislative Works for the relevant year, as well as on existing problems and risks. 

 

Coordination of the Government's interaction with the Houses of Parliament

  • control over compliance with the Rules of the Government by state bodies when considering draft laws in Parliament;
  • interaction with factions of political parties, deputy groups and the deputy corps of the Chambers of the Parliament.

Ilyas Tolessov

 

He was born on 17 October 1988 in Aktobe.

In 2010, he graduated from Moscow Plekhanov Russian Economic University with a degree in economics.

In 2014 he graduated from KazGYU Faculty of Jurisprudence in Astana.

He started his labour activity in 2013.

  • From 2013 to 2014, he worked as an expert of the Department of Estimated Norms in Construction of the Committee for Construction and Housing and Communal Services of the Ministry of Regional Development of the Republic of Kazakhstan in Astana.
  • In the period from June 2014 to October 2014, he was Chief Expert of the Department of Estimated Norms in Construction of the Committee for Construction and Housing and Communal Services of the Ministry of Regional Development of the Republic of Kazakhstan in Astana city.
  • In 2014-2015, he was Chief Expert of the Department of Estimated Norms in Construction of the Committee for Construction, Housing and Communal Services and Land Resources Management of the Ministry of National Economy of the Republic of Kazakhstan in Astana city.
  • In 2015-2016, he was Chief Expert of the Legal Support Department of the Committee for Construction, Housing and Communal Services and Land Resources Management of the Ministry of National Economy of the Republic of Kazakhstan, Astana city.

  • From 27 March 2024, he was appointed Head of the Legal Department of the Government Apparatus of the Republic of Kazakhstan by the Decree of the Government.

Main tasks and functions:

  • formation of an effective human resources management system;

  • work with the personnel of the Government Apparatus, as well as those on the list of positions appointed by the Government or in agreement with the Prime Minister;

  • organization of selection and admission of personnel, formalization of civil servants' civil service;

  • analysis, planning of the Government Apparatus' needs in human resources, as well as the composition and turnover of staff according to the information systems of the central public authorities;

  • coordination of the provision of professional development of civil servants of the Government Apparatus;

  • formation of a corporate culture and the development of a favorable social and psychological climate in the team;

  • implementation of other tasks and functions on personnel management, determined by the legislation of the Republic of Kazakhstan in the field of civil service.

She was born on July 17, 1968 in Semipalatinsk region.

In 1990, she graduated from the Almaty Architectural and Construction Institute with a degree in construction engineering and technology, retrained and upgraded her skills at the ASU under the President of the Republic of Kazakhstan, the National School of Public Administration of France (ENA), Duke University (USA).

She began her career in 1990 as an engineer in the technological department of the State Research Institute “Kazgiproagropromstroyindustriya”.

  • From 1992 to 1994, she worked in Alma-Ata city administration;

  • From 1994 to 1998, she was an inspector of the Cabinet of Ministers of the Republic of Kazakhstan, a senior inspector, a consultant, a senior assistant of the Office of the State Commission on the Relocation of the Supreme and Central Executive Bodies to Akmola City;

  • From 1998 to 2010, she was a senior assistant, consultant, head of sector of the Office of the Prime Minister of the Republic of Kazakhstan;

  • From 2010 to 2019, she was Deputy Head of the Department of Civil Service and Personnel Work, Deputy Head of the Department of Financial and Economic and Personnel Work, Head of the Management Secretariat of the Office of the Prime Minister of the Republic of Kazakhstan;

  • From 2019 to 2023, she was Head of the Human Resources Management Department of the Office of the Prime Minister of the Republic of Kazakhstan;

He was born Nov. 15, 1977, in the Karaganda region.

He graduated from Seifullin Akmola Agrarian University and Turan-Astana University.

He began his career in 1999 at the Agency of the Republic of Kazakhstan for the Protection of State Secrets.

  • 2002-2013, he was aconsultant, sector head, chief inspector, deputy head of the Department for the Protection of State Secrets of the Office of the Prime Minister of the Republic of Kazakhstan;
  • 2013-2017, he was head of the sector of the Department of Informatization and Protection of Information Resources of the Presidential Administration of the Republic of Kazakhstan;
  • In July-Dec. 2017, he was deputy head of the Control and Documentation Division of the Office of the Prime Minister of the Republic of Kazakhstan
  • Since January 2018, he was head of the Department for the Protection of State Secrets and Special Types of Communications.
  • In Feb. 2023, he was appointed Head of the SState Secrets Protection Department of the Government Apparatus of the Republic of Kazakhstan.

Meirbekov Berdibek was born in 1962 in the South Kazakhstan region.

He graduated from the Kazakh State Economic University, Kazakh Humanitarian Law University, he is a candidate of economic sciences.

  • From 1983-1991, he worked in various positions in the branch of the State Bank in the village of Sholakkorgan in the Suzak District of the South Kazakhstan Region.
  • From 1991 to 1998, he was head of the branch of Agromprombank in the village of Taukent of Suzak region of South Kazakhstan region, leading and chief economist, head of department, deputy chairman of the board Alem Bank of Kazakhstan, vice president of the Central Asian Bank for Cooperation and Development.
  • From 1998-1999, he was deputy head of the Control and Documentation Department of the Office of the Prime Minister of the Republic of Kazakhstan.
  • From 1999-2012, he was head of the Financial and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.
  • From 2012 to 2014, he worked as the head of the Department of Financial, Economic and Personnel Work of the Office of the Prime Minister of the Republic of Kazakhstan, deputy head of the Control and Documentation Department of the Office of the Prime Minister of the Republic of Kazakhstan.

Main tasks and functions:

 

  • organizes and conducts the office work of the Government, except for the secret one; handles the processing of correspondence;
  • keeps records and records, performs preliminary consideration, distribution of incoming correspondence, promptly delivers it to the Prime Minister, his/her deputies, the leadership and structural units of the Government Apparatus, exercises control over the timely passage of documents;
  • takes measures to reduce and optimize document flow, introduce modern information technologies, effective forms of record keeping, debureaucratization;
  • forms the Archive Fund of the Government Apparatus, organizes the current archival storage of original documents in the departmental archive, with the exception of classified documents;
  • supervises the observance by the structural units of the Government Apparatus, state agencies of the Rules of Procedure of the Government, instructions for record-keeping and control;
  • ensures execution and support of the orders of the Head of State, Executive Office of the President and the Government in the area under supervision;
  • initiates optimization/re-engineering of processes of the Government Office and government agencies to ensure the objectives of digital transformation, including business processes;
  • coordinates the work on debureaucratisation of the state bodies of the Government;
  • submits, on a periodic basis, reporting information to the Management of the Government Apparatus, as well as on the main trends of optimization of business processes, introduction of technological processes, including improvement of the system of control over implementation of instructions;
  • organizes preparation of a quarterly list of issues to be considered at the Government meetings as proposed by the Government members, heads of joint-stock companies (national management holding companies, national holdings and national companies);
  • issues Government decisions and orders of the Prime Minister, their registration, distribution and storage, followed by preparation for submission to the departmental archive;
  • conducts editorial expertise of the texts of draft in the state and Russian languages of the normative legal acts, submitted for consideration by the Government Apparatus, replies to the Head of the State, Members of the Parliament of the Republic of Kazakhstan, draft opinions of the Government on the amendments of the Members of the Parliament to the draft laws, draft minutes of the meetings and sessions, including those of secret nature, chaired by Prime Minister.

Bakhtiyar was born in 1990 in Almaty.

He graduated from Turar Ryskulov Kazakh Economic University, International Business School, MBA program, Kazakh Agrotechnical University named after Saken Seifullin, improved his qualifications at the Academy of Public Administration under the President of the Republic of Kazakhstan and at the University of California.

He is a member of the Presidential Youth Personnel Reserve and a finalist of the El Umiti program.

  • In 2010-2014, he worked in various positions in Almaty post office of Kazpost JSC.
  • In 2014-2016, he worked in various positions in the transformation team at Samruk Kazyna JSC.
  • In 2016-2020, he worked in senior positions in Kazpost JSC.
  • In 2020-2021, he worked as technical director at BI Group.
  • In 2018-2022, he was a mentor at JSC National Welfare Fund Samruk Kazyna, a mentor at AIFC, an independent director at KazNPU named after Abay, a member of the Independent Directors Association, a regular speaker at ICPO, a mentor at IQanat PF.
  • From 2021 to 2022, he worked as the Managing Director for the services of the Government for Citizens.

Ensuring the recording and registration, monitoring the handling of appeals from individuals and legal entities

  • organising and keeping records on applications from citizens, with the exception of secret applications, and processing correspondence;
  • ensuring the reception and registration of appeals from individuals and legal entities received electronically and in hard copy through official channels, received in hard copy through the reception room of the Apparatus, as well as left by the applicant in the "correspondence box" of the Apparatus;
  • control over quality of consideration of appeals from individuals and legal entities by structural divisions of the Apparatus;
  • informing the Prime Minister and the leadership of the Apparatus about the progress of execution of acts and instructions of the Head of State, the Presidential Administration, the acts of the Government and the Prime Minister, instructions of the Prime Minister and his deputies, protocol decisions of the Government meetings, meetings of the Prime Minister, his deputies, the Head of the Apparatus in the framework of consideration of citizens' appeals;
  • coordination of work on further development and improvement of the information system "e-Otinish" and analytical tools.

 

Arranging personal reception for individuals and representatives of legal entities

  • organization and conduct of online and offline personal reception of individuals and representatives of legal entities by the Head and officials of the Government Apparatus by appointment;
  • posting the schedule of receptions of the first heads of state bodies, the Heads of the Government and the Government Apparatus on the official website of the Government;
  • providing advisory assistance to individuals and representatives of legal entities who have applied to the reception room of the Government Apparatus;
  • control over the consideration of appeals and instructions given in the course of personal reception of individuals and representatives of legal entities.

 

Analysis of incoming enquiries, identification of systemic problems and development of proposals and recommendations for solutions

  • analysis of appeals and identification of systemic problems raised by the population in appeals in the context of state bodies and regions, as well as the development of proposals for their resolution to be submitted to the Government or the Apparatus;
  • coordination of analytical work with appeals in the central government and local executive bodies with submitting the most critical systemic problems to the meetings of the Government;
  • development of proposals for further improvement of legislation and law-enforcement practice on consideration of appeals of individuals and legal entities.

 

Coordination of interaction with public authorities and civil society

  • ensuring control and monitoring of the organisation and conduct of personal reception of individuals and representatives of legal entities by the management of the central state and local executive bodies, as well as coordination of the work of the front offices of the central state and local executive bodies;
  • ensuring interaction between the central government authorities and representatives of the quasi-public sector and local executive bodies in identifying systemic problems and developing proposals;
  • coordination of the work on the formation of the National Report on the handling of appeals and the actions taken on them;
  • coordination of the issue of optimization of communication channels and regulation of their activities.

  • In 2008-2012, he was the chief specialist, head of the Division of Information Policy and Media Monitoring of the Department of Internal Policy of Astana. 
  • From 2012 to 2017, he worked as a Vice President of the Vienna Euro-Asian Forum and in private structures (Vienna, Austria).
  • From 2018 to 2023, he held the positions of an expert of the Internal Policy Division of the Administration of the President of the Republic of Kazakhstan, consultant and inspector of the Division for Control over Review of Appeals of the Administration of the President of the Republic of Kazakhstan.
