Secretariat of the Prime Minister of the Republic of Kazakhstan
The Secretariat of the Prime Minister of the Republic of Kazakhstan is a structural subdivision of the Government Apparatus of the Republic of Kazakhstan.
The main objective of the Secretariat of the Prime Minister of the Republic of Kazakhstan is: organisational, information and analytical support of the Prime Minister's operations.

Ruslan Atygaev
Ruslan Atygayev was born in 1988 in Akmola region. He graduated from Kazakh Humanitarian Law University and Karaganda Economic University of KazPotrebsoyuz.
He began his career in 2011 as a specialist of the Finance Department of Astana. For many years he worked in the office of the Akim of the capital, the Agency of the Republic of Kazakhstan on combating corruption.
He also held the positions of inspector, deputy head of the secretariat of the Head of the Presidential Administration of the Republic of Kazakhstan.
In February 2024, he was appointed Head of the Secretariat of the Prime Minister of the Republic of Kazakhstan.

Chief of Protocol to the Prime Minister of the Republic of Kazakhstan
Rassul Tynysbayev
Rassul Tynysbayev was born in 1990 in the Almaty region.
He began his career in 2013 as a specialist of Economic Department Ministry of Foreign Affairs of the Republic of Kazakhstan RSE.
In different years he worked as an attaché of the Department of Eurasian Integration of the Embassy of the Republic of Kazakhstan in the Russian Federation, Third Secretary of the Department of Work with Diplomatic Corps of the State Protocol Service of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
Since 2021 he was the desk officer, expert of the Protocol Service of the President of the Republic of Kazakhstan.
Since May 2024 he was appointed Chief of Protocol of the Prime Minister of the Republic of Kazakhstan.

Press Secretary of the Prime Minister
Dilyara Alenova
She was born in 1993, graduated from KazGUU University.
She started her career in 2014 as a journalist. In different years she worked in the Central Communications Service under the President of the Republic of Kazakhstan, the Information Committee of the Ministry of Information and Communications of the Republic of Kazakhstan, Kazkontent JSC, the press service of the Prime Minister of the Republic of Kazakhstan. She held the positions of Head of the Regional Communications Service of Almaty, Head of the Communication Practices Department of the Public Development Department of Almaty, Head of the Press Service of the Almaty Akimat.
In February 2024, she was appointed Deputy Head of the Secretariat – Press Secretary of the Prime Minister of the Republic of Kazakhstan.

The main tasks and functions:
The prompt release of information materials on the work of the Prime Minister of the Republic of Kazakhstan and his Deputies
the rapid preparation of official information about the performance of the Prime Minister and his Deputies;
preparation of photo and video products about the Prime Minister's activities, including on working trips to the regions and abroad;
collaboration with press services (or structures performing their functions) of foreign countries, organizations;
placement of the Government decisions, orders of the Prime Minister and other documents to be published on the official information resource;
informational content of the official Internet resource of the Government and its official pages in social networks.
Interaction with domestic and foreign media to cover the performance of the Prime Minister and the Government
prompt provision of official information to the media on the activities of the Prime Minister and the Government, and distribution of press releases and other information and awareness-raising materials to the media;
ensuring the operation of the Government press centre;
holding of press conferences, briefings, interviews, meetings and other events of the Prime Minister and his deputies, members of the Government with media representatives;
accreditation of journalists and other representatives of mass media, assisting them to disseminate information about the activities of the Prime Minister and the Government in the most complete and broadest possible way.
Coordination of the central executive bodies in the implementation of the priority areas of the communication work of the Government
determination of the priority thematic areas of the information work of the central executive bodies;
coordination of the work of the press services of central and local executive bodies on media coverage of the Government operations.

Head of Press Service of the Government of the Republic of Kazakhstan
Maksat Tulegenov
He was born in the North Kazakhstan region in 1993. He graduated from Buketov Karaganda State University.
He started his career in 2014. In different years he worked as a press secretary of the Academy of Public Administration under the President of the Republic of Kazakhstan, head of press service of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, public relations specialist in the commercial sector. From May 2022 to the present time was the Head of Press Service of NC QazaqGaz JSC.
He was appointed Head of Press Service of the Government of the Republic of Kazakhstan from June 2024.

Main tasks and functions:
analytical and information support for the activities of the Prime Minister and the Government;
coordination of analytical work of the Government Apparatus and interaction with sectoral institutes in the field of analytics and scientific research;
analysis and compilation of materials for the meetings of the Government and meetings of the Prime Minister;
coordination and monitoring of the Smart Data Ukimet IS;
project support for the implementation of the Head of State's instructions, the President's pre-election programme and analysis of the achievement of objectives and results of strategic and programme documents.

Glukhikh Dmitry
He was born April 19, 1974, in the city of Tselinograd, Kazakh SSR. In 1996, he graduated from the Gumilyov Eurasian National University.
He worked as a journalist in newspapers and magazines "Esil,” "Stolichnyi Prospect,” "Niva," "Azamat Times," “Vechernyaya Astana,” the Khabar agency.
Since 1999, he was chief expert, head of the sector at the Press Service of the President of the Republic of Kazakhstan, chief inspector of the Office of the President of the Republic of Kazakhstan.
Since 2005, he was deputy head of the Department of Information and Inter-Parliamentary Relations, Head of the Press Service of the Senate of the Parliament of the Republic of Kazakhstan.
Since 2007, he was advisor to the Prime Minister of the Republic of Kazakhstan.
Since 2019, he was head of the Consolidated and Analytical Division of the Office of the Prime Minister of the Republic of Kazakhstan.

Uskenbayev Yerlan
He was born in the city of Tselinograd.
He graduated from the university with a Bachelor’s degree in International Relations. In 2013, he received a diploma in Business Administration. In 2016, he completed his studies with a Master of International Studies degree at the University of Wollongong, Australia.
He began his career in 2010.
From 2010 to 2012, he worked in the private sector.
In 2016, he was appointed Head of the Standardization Department of the Center for Metrological Equipment and Standardization of the Ministry of Defense of the Republic of Kazakhstan.
In October 2016, he was appointed Deputy Head of the Center for Metrological Equipment and Standardization of the Ministry of Defense of the Republic of Kazakhstan.
In 2018, he was appointed Advisor to the Akim of Shymkent.
In 2020, he was appointed Advisor to the Minister of Energy of the Republic of Kazakhstan.

Ibrayeva Amangul
She was born on July 17, 1968 in Semipalatinsk region.
In 1990, she graduated from the Almaty Architectural and Construction Institute with a degree in construction engineering and technology, retrained and upgraded her skills at the ASU under the President of the Republic of Kazakhstan, the National School of Public Administration of France (ENA), Duke University (USA).
She began her career in 1990 as an engineer in the technological department of the State Research Institute “Kazgiproagropromstroyindustriya”.

Main tasks and functions:
information and analytical functions on financial-economic and logistical support, creating favourable conditions for the timely and continuous work of the Government Apparatus;
organization of measures to improve the efficiency of the Government Apparatus;
formation and maintenance of electronic database on the objects of monitoring of financial and budgetary activities of the Apparatus;

Meirbekov Berdibek
Meirbekov Berdibek was born in 1962 in the South Kazakhstan region.
He graduated from the Kazakh State Economic University, Kazakh Humanitarian Law University, he is a candidate of economic sciences.
From 1983-1991, he worked in various positions in the branch of the State Bank in the village of Sholakkorgan in the Suzak District of the South Kazakhstan Region.
From 1991 to 1998, he was head of the branch of Agromprombank in the village of Taukent of Suzak region of South Kazakhstan region, leading and chief economist, head of department, deputy chairman of the board Alem Bank of Kazakhstan, vice president of the Central Asian Bank for Cooperation and Development.

Analysis of incoming enquiries, identification of systemic problems and development of proposals and recommendations for solutions
analysis of appeals and identification of systemic problems raised by the population in appeals in the context of state bodies and regions, as well as the development of proposals for their resolution to be submitted to the Government or the Apparatus;
coordination of analytical work with appeals in the central government and local executive bodies with submitting the most critical systemic problems to the meetings of the Government;
development of proposals for further improvement of legislation and law-enforcement practice on consideration of appeals of individuals and legal entities.
Coordination of interaction with public authorities and civil society
ensuring control and monitoring of the organisation and conduct of personal reception of individuals and representatives of legal entities by the management of the central state and local executive bodies, as well as coordination of the work of the front offices of the central state and local executive bodies;
ensuring interaction between the central government authorities and representatives of the quasi-public sector and local executive bodies in identifying systemic problems and developing proposals;
coordination of the work on the formation of the National Report on the handling of appeals and the actions taken on them;

He graduated from Al-Farabi Kazakh National University.
He began his career in 2006 as an expert of Forecasting and Analytical Department, leading expert of Social and Economic Research Department of Information-Analytical Center of Kazakhstan.
He began his career in 2006 as an expert of Forecasting and Analytical Department, Leading Expert of Social and Economic Research Department of Information and Analytical Center in Almaty.
From 2007 to 2008, he was a leading specialist of the Department of Public and Political Work and Public Relations of the Ministry of Culture and Information of the Republic of Kazakhstan.
In 2008-2012, he was the chief specialist, head of the Division of Information Policy and Media Monitoring of the Department of Internal Policy of Astana.
From 2012 to 2017, he worked as a Vice President of the Vienna Euro-Asian Forum and in private structures (Vienna, Austria).
From 2018 to 2023, he held the positions of an expert of the Internal Policy Division of the Administration of the President of the Republic of Kazakhstan, consultant and inspector of the Division for Control over Review of Appeals of the Administration of the President of the Republic of Kazakhstan.
