Secretariat of the Prime Minister of the Republic of Kazakhstan
The Secretariat of the Prime Minister of the Republic of Kazakhstan is a structural subdivision of the Government Apparatus of the Republic of Kazakhstan.
The main objective of the Secretariat of the Prime Minister of the Republic of Kazakhstan is: organisational, information and analytical support of the Prime Minister's operations.
Key functions:
- providing the Prime Minister with timely and reliable information;
- receiving, checking the completeness, prompt consideration, transmission in the prescribed manner for execution of correspondence received by the Prime Minister and the Government;
- monitoring the implementation of protocol and personal orders of the Prime Minister;
- verification of necessary approvals and documents before sending to the Prime Minister for his signature the drafts of laws of the Republic of Kazakhstan, Decrees and Orders of the President of the Republic of Kazakhstan, acts of the Government and the Prime Minister;
- arrangement of a daily personal reception by the Prime Minister of managers and representatives of ministries, agencies, state holdings, development institutions, local executive bodies, diplomatic corps and international organizations accredited in the Republic of Kazakhstan, members of the Parliament of the Republic of Kazakhstan, officials of the Government Apparatus, representatives of public and other organizations, foreign firms and companies;
- 24-hour functioning of the reception room of the Prime Minister;
- organizational and protocol support of the Prime Minister's activities;
- preparation and conducting of working visits of the Prime Minister to the regions of the country;
- preparation and conducting of foreign visits of Prime Minister, as well as other international events;
- consulting support for the activities of the Prime Minister.

Head of the Secretariat of the Prime Minister of the Republic of Kazakhstan
Ruslan Atygaev
Ruslan Atygayev was born in 1988 in Akmola region. He graduated from Kazakh Humanitarian Law University and Karaganda Economic University of KazPotrebsoyuz.
He began his career in 2011 as a specialist of the Finance Department of Astana. For many years he worked in the office of the Akim of the capital, the Agency of the Republic of Kazakhstan on combating corruption.
He also held the positions of inspector, deputy head of the secretariat of the Head of the Presidential Administration of the Republic of Kazakhstan.
In February 2024, he was appointed Head of the Secretariat of the Prime Minister of the Republic of Kazakhstan.

Chief of Protocol to the Prime Minister of the Republic of Kazakhstan
Rassul Tynysbayev
Rassul Tynysbayev was born in 1990 in the Almaty region.
He began his career in 2013 as a specialist of Economic Department Ministry of Foreign Affairs of the Republic of Kazakhstan RSE.
In different years he worked as an attaché of the Department of Eurasian Integration of the Embassy of the Republic of Kazakhstan in the Russian Federation, Third Secretary of the Department of Work with Diplomatic Corps of the State Protocol Service of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
Since 2021 he was the desk officer, expert of the Protocol Service of the President of the Republic of Kazakhstan.
Since May 2024 he was appointed Chief of Protocol of the Prime Minister of the Republic of Kazakhstan.

Press Secretary of the Prime Minister
Dilyara Alenova
She was born in 1993, graduated from KazGUU University.
She started her career in 2014 as a journalist. In different years she worked in the Central Communications Service under the President of the Republic of Kazakhstan, the Information Committee of the Ministry of Information and Communications of the Republic of Kazakhstan, Kazkontent JSC, the press service of the Prime Minister of the Republic of Kazakhstan. She held the positions of Head of the Regional Communications Service of Almaty, Head of the Communication Practices Department of the Public Development Department of Almaty, Head of the Press Service of the Almaty Akimat.
In February 2024, she was appointed Deputy Head of the Secretariat – Press Secretary of the Prime Minister of the Republic of Kazakhstan.
