Zhambyl region starts issuing vouchers for kindergartens at district level

The process of introducing voucher financing in preschool education in Kazakhstan is gaining momentum, covering new regions and improving accessibility of services for preschool children. The system is being successfully implemented in Taraz, Shymkent, Turkestan, Astana and Uralsk.

Zhambyl region became the first region where voucher financing now covers the district level. The programme was launched in pilot mode in Baizak district, where more than 650 vouchers have already been issued. By the end of the month, the system will cover the remaining districts.

One of the key achievements has been the elimination of the problem of ‘catching places’ in kindergartens, as the electronic queue for vouchers moves exclusively forward, ensuring equal conditions for all families. In Taraz and Turkestan, the queue for children from 2 years of age has been completely eliminated, while in Shymkent and Uralsk there is a positive dynamics of its reduction.

The successful experience of Taraz made it possible to take an important decision to lower the age threshold for receiving vouchers to 1.5 years. This step significantly expands opportunities for early preschool education and gives families more flexibility in choosing educational routes for their children.

Thus, the ongoing expansion of voucher financing in the regions contributes to improving the accessibility and quality of preschool education, creating a transparent and convenient system for parents and educational organisations. The new system demonstrates significant progress. Freedom of choice for parents and the ability to switch between institutions without losing funding create a healthy competitive environment that contributes to improving the quality of educational services.

The automation of business processes and the elimination of paperwork have greatly simplified the administration of the programme and made the system fully transparent. Maintaining a digital portrait of each child, including information on the movement of vouchers, allows parents and government agencies to effectively monitor the use of funds and minimise the risks of misuse.

The pilot implementation of the project in Shymkent and Taraz was an important step towards scaling up the initiative. Participants share successful practices and actively promote accelerated implementation of the programme in other regions of the country. Local peculiarities are also taken into account in order to adapt the system to the specific needs of the population.

This funding model could become a benchmark for other areas of social support, such as health care or social assistance, ensuring transparency, efficiency and targeting of public funds.
