As part of fulfilling the instructions of Head of State Kassym-Jomart Tokayev given at the first session of the Kurultay, the Government is taking measures for the accelerated development of social infrastructure in the regions.

Projects for the construction of a new perinatal center and a second runway at the international airport are being implemented in Shymkent. An additional 33.5 billion tenge has been allocated to continue the construction of these facilities, including 10 billion tenge for the healthcare facility and 23.5 billion tenge for the second runway.

The new 200-bed perinatal center is being erected in the Aqzhaiyq microdistrict. The medical institution will be designed for 7,000 deliveries per year and will provide a full cycle of medical care for mothers and newborns. In addition to obstetrics, gynecology, and neonatology, neonatal surgery will be organized here to treat newborns with complex pathologies. A diagnostic laboratory, a genetic research base, as well as consultative and rehabilitation departments are also provided.

Commissioning the facility will make it possible to increase the bed capacity, reduce the load on existing clinics, expand the capacities of obstetric and neonatal services, and increase the availability of specialized care, including for high-risk pregnant women. As part of the project, it is planned to create about 800 to 1,000 jobs. Construction work began at the end of January this year.

The need to build a new center is driven by population growth and a high birth rate in the megacity. Every year, over 30,000 children are born in Shymkent, with medical care during childbirth currently provided by four organizations.

In addition, construction of the second runway at Shymkent International Airport has been ongoing since October 2025. The length of the new runway will be 3,900 meters and the width 75 meters. It will be equipped with modern lighting equipment and will comply with international standards. This will allow the airport to accept aircraft under difficult weather conditions and limited visibility.

The need for construction is tied to the condition of the existing runway. Its major overhaul was carried out in 2007, and another repair is required in 2027. Conducting it would lead to a prolonged suspension of the airport's operation. In addition, the current runway requires lengthening in accordance with instructions from the Aviation Administration of Kazakhstan.

The implementation of the project will ensure the uninterrupted operation of the airport during the further development of its infrastructure, increase capacity to accept heavy passenger and cargo aircraft, expand international cargo transportation, and strengthen Shymkent's transit potential. The development of aviation infrastructure aligns with the task set by the President to transform Kazakhstan into a leading Eurasian aviation hub, actively develop aero-hubs, and integrate them into global logistics chains.

Overall, the implementation of these construction projects will contribute to expanding the availability of medical and transport services, improving their quality, and enhancing the living conditions of the region's population.
