First Deputy Prime Minister Inspected a Number of Important Facilities in the East Kazakhstan Region

First Deputy Prime Minister Nurlybek Nalibayev, on the instruction of Prime Minister Olzhas Bektenov, during a working visit to the East Kazakhstan Region, familiarized himself with the implementation of infrastructure and investment projects. The focus was on monitoring the implementation of the President’s instructions to improve the quality of life of the population and prepare the region for the upcoming heating season.

The first stop on the route was the Ridder Combined Heat and Power Plant. Capital repairs of boiler units No. 5 and No. 6, as well as the reconstruction of 3.3 km of heating networks, are underway at the facility.

“Winter comes early in the east, so preparation for the heating season must fully meet all established requirements. Our main task is to conduct the heating season without failures and accidents. This issue is under the special control of the Head of State and the strict control of the Prime Minister,” Nurlybek Nalibayev emphasized.

At the Dolynny mine of the Kazzinc company and at the BearLog recreation area, the First Deputy Prime Minister was presented with mechanisms for ensuring safety and modern equipment used to reduce production risks. At the enterprise, special priority is given to production automation.

The BearLog recreation base opened in January of this year. Fans of freeride — skiing and snowboarding on unprepared slopes — come here, including tourists from European countries. The development of such facilities contributes to strengthening the tourism potential of the East Kazakhstan Region and turning Ridder into one of the key centers of active year-round recreation in the country.

The working visit then continued in Ust-Kamenogorsk, where Nurlybek Nalibayev visited the railway station, the construction site of a transport interchange, a boiler house, and housing construction facilities.

After the completion of the reconstruction of the Ust-Kamenogorsk-1 railway station, its area will more than double. Modern waiting halls and comfortable zones for passengers will appear here, engineering networks will be completely updated, and the station square will be landscaped. The facility is scheduled to be put into operation at the end of next month.

The two-level transport interchange being built at the intersection of Satpayev Avenue and Zhibek Zholy Street in Ust-Kamenogorsk is located on one of the sections with the most intensive traffic in the regional center. The facility will improve road safety and reduce drivers’ travel time. Construction will be completed by the end of this year.

During the visit to boiler house No. 2 of JSC “Shygys Zhylu”, the First Deputy Prime Minister was briefed on the progress of preparations for the upcoming heating season, the technical condition of the equipment, and measures being taken to ensure uninterrupted heat supply to consumers.

In the Nurly Zhol microdistrict, located on the left bank of Ust-Kamenogorsk, dozens of multi-storey residential buildings have already been put into operation. In addition, a regional drama theater, a rehabilitation center, a Nazarbayev Intellectual School, and a general education school have been built. Currently, the construction of a hockey module is being completed. In the future, the construction of new kindergartens, schools, a polyclinic, and a fire depot is planned. The main task is to ensure strict control over the quality and deadlines of the construction of new housing.

In the Katon-Karagay district, the construction of an airport, being built on the instruction of the President, continues. To date, construction and installation works have been completed by 64%. The main works on the arrangement of the runway, taxiway, and apron have been completed. Construction of the terminal and auxiliary buildings is underway.

At the site of the facility, the Vice Prime Minister instructed to pay special attention to the quality of work on the project. The airport should become an important facility of transport infrastructure not only for the Katon-Karagay district, but for the entire country. In this regard, Nurlybek Nalibayev instructed to increase the pace of construction and increase the number of workers. All work must be completed by December 1, while asphalting, concreting, and laying of engineering communications must be fully completed by September.

At an on-site meeting in the Katon-Karagay State National Nature Park, the First Deputy Prime Minister was presented with the “Pana Katon Karagay” project. Within its framework, the construction of a new tourist settlement with an area of 70 km² will begin, where more than 500 new jobs will be created.

As part of the “ULAR PARK” tourist complex project, the construction of a summer hotel consisting of 13 capsules will be completed this year, and in 2028 a winter hotel for 150 places worth 3 billion tenge will be put into operation. The project investor — LLP “ULAR PARK HOTEL” — has already carried out construction works on the installation of power transmission lines, road construction, and the construction of a bridge between the villages of Berel and Arshaty at its own expense amounting to 1.5 billion tenge. It was emphasized that all announced projects must be implemented in full. The purpose of the on-site meeting is to select and support initiatives capable of giving a tangible impetus to the development of tourism.
