First Deputy Prime Minister Nurlbek Nalibayev Reviews Progress of Investment and Infrastructure Projects in Zhetisu Region

First Deputy Prime Minister of the Republic of Kazakhstan Nurlbek Nalibayev, on the instructions of the Head of the Government, made a working visit to Zhetisu Region, where he familiarized himself with the implementation of major projects in the field of electricity and heat supply, as well as the construction of housing, social, and fire protection infrastructure facilities.

Projects implemented on the instructions of the Head of State and aimed at improving the quality of life of the population, as well as the progress of preparations for the upcoming heating season, are under special control of the Government.

The working visit began with a meeting at which the results of the socio-economic development of the region were presented. The main contribution to economic growth was made by industry, transport and warehousing, communication services, and agriculture. In total, about 11.5 thousand jobs were created.

The working visit then continued in the city of Tekeli, where work on the modernization and expansion of the Tekeli Energy Complex, implemented through private investment, was presented. Currently, three gas turbine units with a total capacity of 36 MW have been put into operation. The project readiness stands at 90%.

The commissioning of the combined-cycle plant will not only eliminate the electricity shortage in the city of Tekeli but also ensure reliable heat supply to new production facilities and residential areas.

10.2 billion tenge of private investment has been attracted for the construction of the Korinskaya HPP-3 hydroelectric power plant on the Kora River. After the station was put into operation, the volume of “green” electricity production in the region increased by 95 million kWh per year, and the overall growth in the region exceeded 22%. Currently, 19 renewable energy facilities operate in Zhetisu Region.

Special attention was paid to landscaping projects implemented under the nationwide “Taza Kazakhstan” program. Work on the modernization of the multi-apartment housing stock, as well as the landscaping and greening of Zhenis Park in the village of Karabulak in Eskeldinsky District, was presented.

Last year, under the “Taza Kazakhstan” program, 13 parks, 6 alleys, 2 public gardens, 2 central squares, 49 courtyards, as well as 81 children’s and sports playgrounds were landscaped.

As Zhetisu Region is an agricultural region, the volume of agricultural production is expected to reach 519.7 billion tenge, and the volume of processing — 110 billion tenge.

This year, 68.1 billion tenge has been allocated to support the agro-industrial complex, and the total sown area has been increased to 514.2 thousand hectares. The area under sugar beet, a priority crop for the region, is 13.5 thousand hectares.

The First Deputy Prime Minister visited the fields of the “NAM” peasant farm in Eskeldinsky District, where he familiarized himself with the operation of the underground drip irrigation system. To ensure efficient use of water resources, the farm has introduced an automated underground drip irrigation system based on modern Spanish technologies.

Overall, over the past four years, the area of land using modern irrigation technologies in Zhetisu Region has increased 4.6 times and reached almost 34 thousand hectares. Today, moisture-saving technologies are used on 20.5% of the region’s irrigated lands.

On the second day of the working visit, Nurlbek Nalibayev visited industrial and energy facilities and checked the progress of preparations for the upcoming heating season.

In the city of Taldykorgan, a plant for the production of autoclaved aerated concrete blocks with a capacity of 150 thousand m³ per year was put into operation in June last year. The investment volume in the project amounted to 2.5 billion tenge, and 30 jobs were created. Currently, the enterprise has reached full production capacity. It should be noted that the production process is fully automated.

During the trip, special attention was paid to energy development issues. A project for the construction of a gas turbine station near the “Basquuat” central boiler house in Taldykorgan was presented.

In the regional center, a phased conversion of the heat supply system to natural gas is underway. At the same time, the “Basquuat” coal-fired boiler house will be retained as a backup heat source. The measures being implemented will also have a positive impact on improving the environmental situation.

To ensure high-quality and uninterrupted heat supply, the construction of a district boiler house with a capacity of 49 Gcal/h is underway in Taldykorgan using budget funds. After the project is implemented, about 120 multi-apartment residential buildings, 17 social facilities, and approximately 20 thousand residents will be provided with stable heat supply. The facility is scheduled to be put into operation in November of this year.

It should be noted that Zhetisu Region is among the leading regions in the implementation of the national project “Modernization of the Energy and Utility Sector,” including in the formation of a pool of projects for 2026–2027.

In total, about 79 billion tenge in investment will be directed to the implementation of the national project in the region over two years. With these funds, it is planned to repair and modernize 1,156.2 km of utility networks and install 83.6 thousand metering devices. The average level of wear of the engineering infrastructure is expected to decrease by 19%.

During the trip, special attention was also paid to the construction of socially significant facilities and housing.

In 2022, construction of a four-vehicle fire depot began in Taldykorgan using funds from the republican budget. During the inspection, the results of construction and installation work were presented. The facility is fully ready and will be put into operation in the coming days. This will ensure fire protection for the southwestern part of the city, as well as a number of facilities with a large number of people.

The progress of construction of a polyclinic designed for 500 visits per shift was also checked. The facility’s readiness is 84%, and commissioning is scheduled for September. After opening, the load on the existing polyclinic will decrease, and the new medical facility will serve 50 thousand residents.

In the “Zhastar-3” microdistrict, where housing is being built for citizens on the waiting list as representatives of socially vulnerable categories of the population, the construction of 790 individual residential houses is planned. Of these, the construction of 309 houses was completed in 2024–2025. This year, construction of another 350 houses is underway, and their acquisition is planned to be completed by the end of the year.

In addition, a report on the development of the region’s road infrastructure was presented. The share of republican roads passing through the region that are in good and satisfactory condition has reached 100%, and that of regional roads — 96%.

Based on the results of the working visit, specific instructions were given for the further development of the agro-industrial and investment potential of Zhetisu Region, high-quality preparation for the heating season and ensuring its uninterrupted progress, the creation of new permanent jobs, the timely implementation of infrastructure projects, and the commissioning of social facilities.
