Major investment projects of KEGOC, Kazakhtelecom and Samruk-Energy considered at Economic Growth Headquarters

The operational headquarters on ensuring the country's economic growth chaired by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin reviewed investment projects of the country's major energy and telecommunications operators such as KEGOC, Kazakhtelecom and Samruk-Energo through the prism of their contribution to the gross value added (GVA) of Kazakhstan's economy.

KEGOC: large-scale infrastructure projects and domestic content

KEGOC is currently implementing two key projects - strengthening of the power grid of the Southern Zone of Kazakhstan's UES and unification of the Western Zone with the UES. Within the framework of these projects it is planned to utilise 66.7 billion tenge in 2025. The funds will be used for construction and installation works, purchase and supply of equipment, development of design and estimate documentation and other activities.

According to Nabi Aitzhanov, Chairman of the Board of KEGOC, 92% of supplies of materials and equipment are made by domestic manufacturers, and the share of local content in the construction of substations reaches 64 %. This means a significant contribution of the projects to the country's GVA.

KEGOC implements long-term projects for sustainable development of the unified electric power system of Kazakhstan. These include phased reconstruction of the existing 95 high-voltage 220-500 kV lines with a total length of more than 8.5 thousand kilometres, a project to increase the transit potential and transmission capacity of the UES of Kazakhstan aimed at meeting the electricity demand of southern Kazakhstan. Strengthening of power supply to Astana, construction of substation in Karaganda and 500 kV overhead line from Astana to Karaganda, 500 kV overhead line Karaganda - Zhezkazgan - Kyzylorda - Shymkent, strengthening of the Western energy node through construction of 500 kV lines Karabatan - Beineu - Mangystau over 800 km.

The final stage will be the project on unification of the Western zone with the UES of Kazakhstan, designed until 2035. It will make it possible to loop the energy system of Kazakhstan and, in the future, to create conditions for the implementation of the Caucasus-Central Asia energy corridor. The project provides for the construction of the West-South DC line. All projects are ahead of the planned implementation dates.

Kazakhtelecom: 5G and optical fibre in the regions

Kazakhtelecom JSC is implementing four major investment projects:

  • Construction of a data centre in Astana worth over 14.2 billion tenge - a key element of infrastructure for artificial intelligence, e-government and digital business.
  • Deployment of FTTH network (fibre optic construction) until 2028, covering 88 cities and 128 rural settlements. The total budget is 45.3 billion tenge.
  • Expansion of the 5G network (Kcell project) at a cost of 65 billion tenge. The project will become the basis for the introduction of IoT, telemedicine and the concept of smart cities.
  • Construction of SNP 2.0 FOCL at a cost of 175 billion tenge up to and including 2028, covering connection of 1.5 thousand rural schools, 2.1 million state institutions and more than 60 thousand subscribers in villages of the Republic of Kazakhstan.

Samruk-Energy: construction of energy infrastructure

Samruk-Energy JSC is implementing 32 investment projects, of which 14 are the largest. The Company is also considering projects on construction of infrastructure facilities in Almaty region for development of Konaev, Alatau and agglomeration cities. Among the major projects on which implementation has already begun are modernisation of Almaty TPP-2, reconstruction of TPP-3 in Almaty region, construction of TPPs in Kokshetau, Semey, Ust-Kamenogorsk, power plant in Kyzylorda region, HPP in Abay region, expansion and reconstruction of Ekibastuz power plant-2 and others.

Following the meeting, Deputy Prime Minister instructed the Ministry of National Economy to prepare calculations on GVA and investment in fixed assets from the projects of all three companies for 2025 with proposals for their increase, taking into account the scale of the implemented initiatives. Also emphasised the need for timely implementation of infrastructure projects as the basis of stability in any economic challenges, noting that based on the results of consideration of individual companies at the headquarters will be considered the economic efficiency of NWF Samruk-Kazyna in terms of its contribution to the country's economy.
