Olzhas Bektenov Instructs to Revise Approaches to Light Industry Development

Prime Minister Olzhas Bektenov held a meeting on the development of light industry as part of the Head of State’s instructions on economic diversification and the promotion of domestic production. The meeting was attended by the leadership of the Ministries of National Economy, Industry and Construction, Agriculture, Finance, the Samruk-Kazyna National Wealth Fund, the National Chamber of Entrepreneurs Atameken, the Baiterek National Investment Holding, and others.

Deputy Prime Minister – Minister of National Economy Serik Zhumangarin highlighted the social importance of the industry, noting that women make up 60% of those employed in light industry.

Minister of Industry and Construction Yersain Nagaspayev delivered a report on the current situation in the sector, existing barriers, and development prospects. According to the Ministry, the volume of production in the industry reached 260 billion tenge in 2025. Since the beginning of this year, the manufacturing sector has grown by 9.9%, while light industry production has increased 2.2 times. At the same time, the industry continues to have a high share of imports.

Measures to increase the share of processing and production of finished goods were discussed. Emphasis was placed on the need to modernize production facilities, expand processing capacities, increase localization levels, train personnel, and strengthen the competitiveness of domestic producers.

Special attention was paid to supporting Kazakhstani manufacturers. The Register of Domestic Producers of Goods, Works, and Services is operating to provide targeted support measures.

Chairman of the Presidium of the National Chamber of Entrepreneurs “Atameken” Kanat Sharlapayev voiced proposals on certification of light industry products for special purposes to control compliance with safety standards.

“An important task set by President Kassym-Jomart Tokayev is to strengthen the country’s economic potential. With the adoption of the new Constitution, the Government is intensifying the development of the manufacturing sector. The results of the first four months of this year demonstrate steady growth in processing. Light industry has high social significance. We need to expand support measures for domestic producers,” Olzhas Bektenov emphasized.

Following the meeting, the Prime Minister stressed the need to form a model that will provide additional incentives for Kazakhstani producers to increase output with guaranteed sales markets.
