Olzhas Bektenov Reviews Industrial and Social Infrastructure Development and Preparations for the Kazakhstan–Russia Interregional Cooperation Forum in West Kazakhstan Region

As part of his working trip to the West Kazakhstan Region, Prime Minister Olzhas Bektenov visited several industrial and social infrastructure facilities.

In the city of Uralsk, at domestic enterprises QazExpoCentre-Pipe and Kubley, the Head of Government reviewed the region’s efforts to attract investment, expand processing in the agro-industrial complex, and introduce digital technologies into production — in line with the tasks outlined by the Head of State in his Address to the Nation.

According to the regional administration, industrial output in the West Kazakhstan Region grew by 4.7% over the first nine months of this year, with the manufacturing sector showing the most significant increase — 20.8%.

At QazExpoCentre-Pipe, the Prime Minister familiarized himself with the production process of pump-compressor, casing, and seamless pipes for the oil and gas industry. The plant’s capacity is 40,000 tons of pipes per year, with products in high demand among oil production and service companies in Kazakhstan and abroad.

As part of production digitalization, a QR code marking system has been introduced. Work is underway to implement radio-frequency identification technologies for pipelines and integrate into a global tracking system. In addition, the manufacturer has developed proprietary technologies ensuring high sealing performance and efficiency under complex oil and gas extraction conditions.

At the same facility, the Prime Minister was briefed on the progress of major investment projects in the region. In the first half of 2025, the volume of foreign direct investment in West Kazakhstan reached $1.1 billion, ranking the region third in the country after Almaty and Astana. Akim of the West Kazakhstan Region Nariman Turegaliev reported on the implementation of 73 new investment projects, expected to create over 10,000 new jobs within the next five years.

Olzhas Bektenov emphasized that investment projects should result in economic growth, job creation, and improved living standards for citizens. He instructed authorities to work proactively with investors in key sectors such as industry, energy, infrastructure development, and agriculture.

At Kubley LLP, the Prime Minister reviewed progress in deep agricultural processing. The enterprise operates a meat-processing complex and a canning plant, producing 65% of Kazakhstan’s canned food and employing more than 700 people. Its product range exceeds 200 items, sold nationwide and exported to the UAE, China, Turkey, Russia, Kyrgyzstan, and other countries. Plans include establishing an in-house raw material base with a feedlot for 20,000 head of cattle.

As of the third quarter of this year, the gross agricultural output of the region increased by nearly 6%. The region ranks first in Kazakhstan in the number of beef cattle. There are currently 16 feedlots operating with a total capacity of 45,600 head.

Olzhas Bektenov underscored the importance of ensuring domestic market supply with local products and highlighted the need to actively develop deep agricultural processing.

The Government continues to provide comprehensive support to agricultural producers, including ₸1 trillion in preferential financing for spring fieldwork and harvesting operations this year.

Relevant ministries, together with the regional administration, were instructed to intensify efforts to unlock the region’s potential, particularly in agricultural cooperation and the development of new processing and distribution chains.

During the visit, the Prime Minister also reviewed preparations for the 21st Kazakhstan–Russia Interregional Cooperation Forum, to be held on November 11–12 in Uralsk.

Deputy Akim Kairzhan Mendigaliev reported on the development of social infrastructure, citing as an example the new Zhaiyk Arena sports and wellness complex, built at the instruction of the President by KazMunayGas. To expand public participation in mass sports, the region currently operates over 1,500 sports facilities, including 22 youth sports schools. Work is also underway to attract private investment for the construction of new sports complexes, swimming pools, and recreational areas.

The region has also begun piloting the Qadam.AI system — Kazakhstan’s first multi-platform digital ecosystem for sports management, aimed at improving transparency in all processes, from budgeting to tracking athletes’ individual results.
