Olzhas Bektenov: The President Sets the Task of Increasing Momentum with an Emphasis on Long-Term Results

During the Government session, Prime Minister Olzhas Bektenov issued a number of instructions following the programmatic interview of President Kassym-Jomart Tokayev entitled “Kazakhstan Has Entered a New Stage of Modernization” published in the Turkistan newspaper.

Special attention was given to the priorities of the country’s socio-economic development, increasing the efficiency of government bodies, and the implementation of national projects.

“The President sets before us the task not only of preserving the current results of economic development, but also of increasing momentum with an emphasis on long-term results. This applies to all sectors, including energy, housing and utilities, transport infrastructure, investment attraction, development of the agro-industrial complex, and tourism,” Olzhas Bektenov emphasized.

The need to reboot fiscal policy according to the principle of “from control to partnership,” with the alignment of existing imbalances, was noted. In the energy and utilities sectors, emphasis was placed on the timely and high-quality implementation of adopted approaches, including fair tariff setting with targeted support for citizens in need. The Ministry of National Economy, together with relevant government bodies, was instructed to begin implementing the National Project for the Modernization of Housing and Utilities.

In the agricultural sector, the Head of State noted positive results in crop production and instructed to intensify work in livestock farming. In this regard, Olzhas Bektenov tasked the Ministry of Agriculture to submit proposals for the development of the sector within one week, with specific measures to increase meat production and exports. It was also instructed, together with the Baiterek Holding, to expand the range of mechanisms for concessional lending to farmers instead of direct subsidization.

In the tourism sector, the Prime Minister emphasized the need for coordinated work among sectoral government bodies and agencies, taking into account regional programs. The Ministry of Tourism and Sports, together with akimats, was instructed to adjust the Concept for Tourism Development through 2029 within one month, with a concrete action plan. Additionally, together with the Ministry of Science and Higher Education, measures were ordered to address personnel issues in the sector.

The Ministry of Industry and Construction, together with the quasi-public sector, was tasked with transitioning to the implementation of planned measures as soon as possible, including agreements reached with foreign partners. The Ministry of Energy, together with the relevant Agency, was instructed to keep nuclear energy projects under constant control.

At present, Kazakhstan is addressing tasks related to the construction of transport and logistics hubs, and the modernization of seaports, airports, and railway stations. The Ministry of Transport, akimats, and companies were instructed to ensure the timely implementation of approved measures.

The social sphere remains a priority area. The Prime Minister emphasized that all social obligations, in accordance with the instruction of the Head of State, will be fulfilled in full. The Ministries of Education, Healthcare, and Finance were instructed to submit proposals within one week to revise the subsidy policy for private schools and medical organizations. The Ministry of Labor and Social Protection of the Population, together with akimats, was instructed to provide measures to prevent fraud in the assignment of benefits and payments.

In addition, the Ministry of Internal Affairs is required to intensify efforts to detect and suppress offenses on roads and in public places using digital technologies, while the Ministry of Education is to continue integrating traffic rules into educational programs.

“I want to emphasize that, overall, this programmatic interview of the President sets tasks for us in the near term. All central and local government bodies and national companies must make every effort for their successful implementation. We must move from words to action. We need to approach the solution of all issues pragmatically, save budget funds as much as possible, and ensure concrete results. It is time to stop with reports and presentations. If there is no result, all of this is a waste of time. If you cannot cope, say so openly. We will resolve this issue,” Olzhas Bektenov emphasized.

The Prime Minister tasked his deputies with coordinating the implementation of all instructions within their respective areas.
