As part of his official visit to Kabul, Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin held a meeting with Afghanistan’s Minister of Internal Affairs Sirajuddin Haqqani.
The Minister of Internal Affairs of Afghanistan expressed gratitude to Kazakhstan and President Kassym-Jomart Tokayev for the support provided to the Afghan people. He emphasized that mutual trust, respect, and constructive interaction are of key importance for ensuring stability and security in the region.
For his part, Serik Zhumangarin noted that Afghanistan is an important partner for Kazakhstan in Central and South Asia. Currently, the relevant agencies of the two countries are working on developing cooperation in countering transnational crime, including drug trafficking and extremism. The Kazakh side expressed readiness to establish direct contacts and conclude a relevant memorandum of cooperation. According to the Deputy Prime Minister, ensuring security is one of the key factors for expanding trade and economic ties, attracting investment, and implementing joint projects.
The parties paid special attention to cooperation in the training of canine service specialists. Serik Zhumangarin recalled that the Afghan side had previously proposed exchanging experience between the anti-drug units of the two countries. In this regard, the Ministry of Internal Affairs of Kazakhstan is ready to organize training for Afghan canine specialists at the Canine Center of the MIA in Almaty. Kazakhstan proposed training five specialists this year and handing over five service dogs to the Afghan side next year.
The meeting also discussed the participation of Kazakh specialists in the modernization of the nitrogen production plant in Mazar-i-Sharif, which is under the jurisdiction of the Ministry of Internal Affairs of Afghanistan. Kazakh engineers have already visited the enterprise. The next step will be a technical inspection of the facility, determining the needs for equipment modernization, and assessing the cost of the works. Kazakh enterprises possess the necessary competencies in technological upgrading of production facilities, engineering, equipment supply, and commissioning support. In this regard, the parties discussed issues of project financing, guarantees of obligation fulfillment, as well as logistics and access of specialists to the production site.
Following the talks, the parties confirmed their mutual interest in further developing cooperation and emphasized that security guarantees, reliable logistics links, and operational interaction with law enforcement agencies are necessary conditions for the implementation of long-term economic and investment projects.
