In the Government under the chairmanship of Deputy Prime Minister - Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin considered problematic issues and potential for the development of information systems in agriculture.
A single cross-sectoral digital platform for the payment of subsidies to agricultural producers on the basis of the current State Information System of Subsidies (SISS) proposed Deputy Minister of Agriculture Baglan Bekbauov.
He noted that currently farmers receive subsidies from three different government agencies and in different information systems: the Ministry of Agriculture, the Ministry of Agriculture, the Ministry of Water Resources, and soon ICRIAP plans to launch a subsidy system for farmers' Internet use. Working in different systems creates certain difficulties for users. Taking into account all the integrations carried out and being finalised, according to Deputy Minister, SISS is ready to become a single inter-sectoral platform for subsidies and provision of all services in the sphere of agro-industrial complex.
Deputy Prime Minister supported the proposal, instructing all government agencies involved in this process, including the Ministry of Finance, to develop a unified concept of SISS functionality as a single inter-sectoral platform for the provision of public services in the field of agribusiness.
Taking into account the numerous appeals of farmers about the delay in the process of payment of subsidies, Deputy Prime Minister instructed the Ministry of Agriculture to implement in SISS the possibility of forming an electronic queue of applications for payment of subsidies in accordance with the financial resources allocated for the year. New improvements should automatically calculate the budget allocated by the state to support farmers for the year and form a queue for the next period of money receipt, without leaving debts for the current year.
Another important digital innovation is the introduction of an agricultural machinery registration system in the unified digital platform of the Citizens' Service Centre (IS “TSON 2.0”). This will allow registration of agricultural machinery in special zones.
"Last year in Almaty and Kostanai was successfully conducted a pilot run on the initial registration of machines in the developed functionality of IS “TSON 2.0”. Together with the Government for citizens developed a phased plan for the implementation of five sub-services of public services: re-registration, deregistration of cars, obtaining number plates, updating information on agricultural machinery, providing certificates of pledges," Baglan Bekbauov informed.
The meeting also considered the implementation of traceability system in crop production. The system is focused on operations with grain, as it is called, from the field to the manufactured products and allows to trace the path of its storage and sale, up to export operations. A similar approach has been implemented for imports of agricultural products, which will help eliminate ‘grey’ schemes.
"Since the beginning of this year, a pilot project has been launched in Akmola region to test the functionality, including user authorisation and work with the system. Training events for agricultural producers and employees of agricultural departments have been held. Currently, more than 100 people are involved in the pilot project, including producers of agricultural products, those involved in storage and marketing. It is planned to launch the system as early as September this year. In order to obtain data on the actual volume of crops, cultivated fields and harvest in the ISPI will use the potential of Kazakhstan Garysh Sapary JSC," Deputy Minister added.
As a result of discussions, Deputy Prime Minister supported all proposals for the development of digital systems of agro-industrial complex and gave the necessary instructions for their successful implementation.
