Social part of the Comprehensive Development Plan of Mangystau region for 2021-2025 strengthened

Issues of updating the Comprehensive Development Plan of Mangystau region for 2021-2025 were discussed in the Government under the chairmanship of Deputy Prime Minister of the Republic of Kazakhstan Serik Zhumangarin. 

A significant part of the document is industry, which employs 16.8% of the population of the region, it is 52.8% of the gross regional product. According to the results of three years of the plan, GRP of Mangystau region grew 1.3 times, the volume of industry - 1.1 times, 14.7 thousand pupil places were provided, the share of roads in standard condition increased from 94% to 97%. 

A new section ‘Community Development’ has been added to the plan, which will give Mangistau youth the right to receive grants for higher education in the best Kazakhstani and foreign universities, and for school education - in schools-lyceums of other regions. By 2025, new schools, colleges, children's recreation camps, new sports facilities and much more will be built and existing ones will be modernised. 

The updated Comprehensive Plan for 2024-2025 will focus on the social development of the region. These include 100% coverage of preschool children with kindergartens, construction of 21 new schools, modernisation of 103 schools in small towns and villages, a 600-seat college with a dormitory in Beineu, construction of schoolchildren's palaces in Aktau and Zhanaozen, four children's recreation camps and three buildings of youth resource centres, opening of a rehabilitation centre for autistic children, Yessenov Technopark in Aktau, expansion of the network of backyard clubs in Rakhat village, establishment of charitable foundations, NGOs to organise mass cultural and sporting events and promotion of national visions Special attention is being paid to determining the genetic structure of the Adai horse population. 

Grants under the Zharkyn Bolashak programme will be allocated for schoolchildren to study at school-lyceums in other regions. For graduates of 2024-2025. - 2 thousand target educational grants for study in the leading universities of the country.

It is worth noting that today within the framework of the Bolashak programme, a separate category is provided for rural youth, including Mangystau region, to receive a master's degree. The Ministry of Higher Education and Science is working on the issue of training at the bachelor's degree level and internship of teachers from western regions under the ‘Bolashak’ programme. 

The algorithm of updating the Comprehensive Development Plan of Mangystau region until 2025 presented at the meeting was generally approved. Serik Zhumangarin instructed to supplement it with measures necessary to provide quality education and full personal development of the youth of the Mangistau region, as well as measures for the development of the North-South transport corridor.
