Social Sector Development Discussed in the City of Konayev, Almaty Region

Under the chairmanship of Deputy Prime Minister – Minister of Culture and Information Aida Balayeva, issues related to the development of the social sector of the Almaty region were reviewed in the city of Konayev.

The meeting was attended by representatives of relevant ministries of the social bloc, as well as Akim of the region Marat Sultangaziyev. Participants discussed issues of healthcare, education, labor and social protection, tourism and sports, as well as higher education and science, outlining common priorities for further development.

Issues related to the quality of medical services, managerial oversight, and preventive work were considered. As a specific example requiring prompt solutions, it was noted that at a number of facilities there remain issues with the availability of diagnostic equipment, which complicates patient routing and creates additional burdens for people.

“The key task is strict and continuous control over the quality of medical services at the regional level. The system must operate in such a way that a person receives assistance in accordance with standards, without unnecessary barriers. In parallel, it is necessary to strengthen preventive measures and informational work with the population on healthy lifestyles, vaccination, and involvement in the Mandatory Social Health Insurance system through active outreach and proactive support,” the Deputy Prime Minister emphasized.

When discussing education-related objectives, the parties noted that the sustainability of the social sector also depends on the quality of the education system in schools, primarily at the primary level.

Issues requiring increased management attention were identified, including the quality of education, staffing, and modernization of infrastructure. Akim of the region Marat Sultangaziyev reported that work continues in the region to reduce three-shift schooling and to construct new schools.

Aida Balayeva emphasized that not only the commissioning of facilities is important, but also the quality of basic education, which is formed in primary school.

The discussion then moved to the areas of labor and social protection. In the report of the relevant ministry, it was noted that efforts are focused on unifying social assistance measures, introducing digital tools, and transitioning to data-driven solutions based on established databases. At the same time, emphasis was placed on surveying employers in order to obtain an objective picture of the labor market and, on this basis, adjust workforce training by updating college and university programs in line with the needs of the regional economy.

The Deputy Prime Minister – Minister of Culture and Information emphasized that the targeting of social assistance and the modernization of the workforce training system must proceed in parallel.

“Social support must be targeted. For this, we need reliable data on the labor market and on each sector. Based on this picture, we must adjust workforce training and the work of colleges and universities – updating fields of study and aligning them with the real demands of the economy,” Aida Balayeva noted.

In the sphere of higher education, the issue of personnel training was also addressed. It was noted that the priority is practice-oriented training of specialists and linking educational programs to the real needs of the regional labor market.

Issues related to tourism development were considered separately. In the near future, the region needs to conduct an inspection of readiness for the tourist season, with a focus on infrastructure, fire safety, catering arrangements, and navigation. At the same time, participants emphasized the importance of shaping a tourist image and actively promoting hospitality services. It was stated that the tourism and culture departments should operate under a unified plan.

Aida Balayeva instructed that, in the shortest possible time, it is necessary to: strengthen control over the quality and accessibility of healthcare services and ensure readiness of social infrastructure; in education and higher education and science – link workforce training to the needs of the region, strengthen student internships and applied projects; in tourism – conduct an inspection of seasonal readiness and intensify regional promotion; in culture – prepare a development plan with an emphasis on event tourism and renewal of library collections; in the creative industries – through the relevant fund, ensure coordination of hubs and provide clarifications on ethnography.
