Under the chairmanship of Deputy Prime Minister – Minister of Culture and Information of the Republic of Kazakhstan Aida Balayeva, issues related to the development of the social sector in the Karaganda region were reviewed in Karaganda. The discussion was attended by representatives of relevant social sector ministries, as well as the Akim of the region, Yermaganbet Bulekpayev.
According to the relevant authority, in the region’s healthcare sector the main focus is placed on quality management of medical care and strengthening the role of primary healthcare. It was noted that the sustainability of the system is formed not only through financing and infrastructure, but also through prevention, early diagnosis and clear communication with the population. This integrated approach makes it possible to reduce the burden on the system and, equally importantly, to strengthen public trust in medical organizations.
“Healthcare must function as an integrated system, where each element complements the other. This includes primary care, prevention, early detection of diseases and the quality of services provided. With this approach, we not only increase the efficiency of medical care, but also use resources more rationally. The responsibility of local managers and constant quality control of medical organizations are crucial here,” Aida Balayeva emphasized.
A logical continuation of the discussion was social policy, where trust also directly depends on clear rules and accurate administration. Deputy Minister of Labor and Social Protection of the Population Askarbek Yertayev focused on the transition to a targeted support model and the unification of regional payments. It was emphasized that changes must be accompanied by individual explanations and proper adjustment of processes at the local level, since it is fundamentally important for people to understand what is changing, why it is changing, and how it will specifically affect them.
Within the education agenda, key issues included access to preschool education, staffing, and support for children with special educational needs. According to the Ministry of Education, coverage of children aged 2–6 by preschool organizations stands at 90.9%, while demand remains for more than 25 thousand children. Aida Balayeva noted that education today is not only about access to schools and kindergartens, but also about the quality of education, staffing, and modern approaches to working with children.
Personnel training and the development of regional science were also addressed. Turning to these issues, Minister of Science and Higher Education Sayasat Nurbek informed participants about a national survey that forms forecasts of labor market needs. It was noted that such tools make it possible to more accurately plan personnel policy and timely adjust training profiles in universities and colleges, taking into account technological changes. In essence, the task is to ensure that education and the labor market operate as a single mechanism, with decisions based on data and forecasts.
Concluding the agenda, participants reviewed the development of tourism and mass sports. Based on the results of the first nine months of 2025, accommodation facilities served 370 thousand tourists, and the volume of services provided amounted to 8 billion tenge. It was noted that further development of the sector requires coordinated actions in terms of infrastructure development and readiness of tourist areas for the season, as well as strengthened public safety measures in recreational areas.
Summing up the meeting, Aida Balayeva instructed to strengthen interagency coordination and improve the quality of social services at the regional level. Among the priorities identified were the development of preventive work in healthcare, increased accuracy and targeting of social support measures, the managed implementation of digital solutions in education, personnel training aligned with economic demand, as well as the development of the cultural environment and strengthening of mass sports as key components of quality of life.
