Reporting on the implementation of the Head of State’s instructions, given in the Address to the People of Kazakhstan "New Opportunities Under the Fourth Industrial Revolution," on the development of a new model of Guaranteed Volume of Free Medical Care, Minister of Healthcare proposed to consider new approaches to the formation of the list and the package of the Medical Care in the system of Compulsory Social Health Insurance.
The implementation of this model will be carried out in three stages:
- Under the existing conditions, a full audit of services in the Medical Care package will be carried out for maximum specification and optimization through prioritizing and limiting medical services.
- Deployment of a new Medical Care model simultaneously with the introduction of the CSHI will be carried out. This stage, according to Y. Birtanov, will be characterized, on the one hand, by the definition of clear boundaries of the state obligations under the Guaranteed Medical Care and ensuring the policy aimed at the prevention and priority development of primary health care, on the other — a full-scale transition to the Compulsory Insurance system and its further development.
- The lists of Guaranteed Medical Care and Compulsory Insurance will be regularly updated taking into account the development of medical technologies.
Therefore, the Guaranteed Medical Care will be provided to every person in emergency situations, as well as for diseases of great importance for the whole society, i.e. leading to a worsening of demographic indicators and leading to disability.
In the current year, a detailed list of Guaranteed Medical Care was developed, which is structured according to the forms of medical care with an emphasis on the preventive focus of primary health care.
"In the Health Insurance system, medical assistance will be aimed at improving the quality of life of every person. The legislation on the introduction of a new model of Guaranteed Medical Care and a package of medical services in the Insurance system has been prepared, passed all the stages of examination," Birtanov said.
Based on the results of consideration of the issue, Prime Minister Bakytzhan Sagintayev noted that the Head of the State instructed to develop a new model of guaranteed volume of free medical care.
The approaches expressed by the Ministry of Healthcare for the formation of the Guaranteed Medical Care of assistance were generally supported and should be submitted for approval by the Government in accordance with the established procedure.
At the same time, the Ministry of Healthcare was instructed to conduct public awareness raising activities. It is necessary for every citizen to know which medical services are provided free of charge as a guarantee, and which — on a fee basis.
